Karp), Sentinel Realty Company, Guide Real Estate (eXp Realty of Northern California, Inc), Vanguard Properties, Inc., and Professional Real Estate Brokerage (Robert Stuart) to provide real estate sales services for conserved clients of the Public Guardian and decedent estates of the Public Administrator, for the term of July 1, 2025 through June 30, 2030, in an aggregate amount not to exceed $3,000,000.

BACKGROUND:

Aging and Disability Services (ADS) operates the Public Guardian (PG) program, which acts under the authority of the Superior Court to manage the estates of conserved individuals who are deemed by the Court to be unable to care for themselves. ADS also operates the Public Administrator (PA) program, which is regularly appointed by the Superior Court to administer the estates of deceased County residents when there is no one available to fulfill this responsibility. The PG and PA regularly handle cases requiring sales of real property to fund a conservatee’s care or liquidate estate assets.

 

In March 2020, ADS conducted a Request for Proposal (RFP) process and selected six applicants to provide real estate sales services. The contract term was July 1, 2020, through June 30, 2025. During that period, there were 37 sales with an average sale price of 111% of the appraised value.

 

DISCUSSION:

In April 2025, ADS released an RFP for the sale of real property services and received 12 applications. An RFP Evaluation Committee reviewed the proposals and recommended Dumas Properties, Inc. (Maxine Dumas), California Realty Investment Company (Steven M. Karp), Sentinel Realty Company (Leo Chaudoir), Vanguard Properties, Inc. (Mary Liu), Guide Real Estate (DBA eXp Realty of Northern California, Inc. Alex Lehr), and Professional Real Estate Brokerage (Robert C. Stuart) be awarded contracts based on their qualifications and experience.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

It is anticipated that the average sale price of the real properties will be 102% of their appraised value.

COMMUNITY IMPACT:

ADS provides real property services for clients under the PG and PA programs, ensuring efficient and responsible management of their real estate assets. This real estate contract ensures ethical property transactions, maximizes returns to meet client needs to enhance their quality of life, and complies with Probate Code regulations.

 

FISCAL IMPACT:

The term of these agreements is July 1, 2025 through June 30, 2030. The aggregate amount of the agreements is $3,000,000 for the five-year term. Funds for services will be disbursed from real property sale proceeds through an escrow holder. The County will not be liable for disbursement of funds. There is No Net County Cost associated with this agreement.
