BACKGROUND:

The Human Services Agency (HSA) and community partners provide a spectrum of services to support people at risk of experiencing homelessness with housing stability and to prevent them from entering into the homeless system.

 

On May 23, 2024, HSA issued a Request for Proposals (RFP) for Housing and Disability Advocacy Program (HDAP) Homelessness Prevention Assistance and all applications received were evaluated.

 

On June 24, 2025, by Resolution No. 081320, this Board authorized the County of San Mateo to execute an Agreement with Equitable Social Solutions for HDAP Homelessness Prevention Assistance Services  as a pilot for shallow subsidy rental assistance in San Mateo County for households at risk of homelessness for an amount not to exceed $225,000 and a term of July 1, 2025, through June 30, 2026.

 

In November 2025, the California Department of Social Services (CDSS) announced HDAP funding for FY 2025-26 with an expenditure deadline of June 30, 2028. In December 2025, HSA accepted $416,001 in non-competitive awards from CDSS for HDAP expenditures through June 30, 2028, which is being allocated across three (3) HDAP contracts.

 

DISCUSSION:

HSA is requesting to amend the Agreement with Equitable Social Solutions to increase funding by $163,975 for a revised total amount not to exceed $388,975 and extend the contract term for this pilot program for one year through June 30, 2027.

 

Under this amendment, Equitable Social Solutions will continue to provide HDAP Homelessness Prevention Assistance services for families and adults at risk of experiencing homelessness and who have a disability but are not currently receiving disability benefits. Disability benefits that program participants might be eligible for include the Supplemental Security Income/State Supplementary Program for the Aged, Blind, and Disabled, the federal Social Security Disability Insurance program, and the Cash Assistance Program for Immigrants.

 

In the HDAP Homelessness Prevention Assistance program, Equitable Social Solutions will provide short-to-medium term financial assistance for housing stability, including for rent, utility arrears, move-in costs associated with housing relocation, and other costs necessary for housing stability. In addition, Equitable Social Solutions will provide case management services focused on developing ongoing housing stability.

 

This program will continue to function as a pilot for shallow subsidy rental assistance in San Mateo County for households at risk of homelessness.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provision allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:

This program will assist low-income San Mateo County residents to retain their housing and/or other unexpected costs that places them in danger of losing their housing. These funds will also be used to assist households of individuals with disabilities who are at risk of losing their housing to a more affordable living situation.

 

FISCAL IMPACT:

The term of this agreement is from July 1, 2025 to June 30, 2027. The amount of the amendment is not to exceed $163,975, for a revised contract total amount not to exceed $388,975. This amendment is funded by the Housing and Disability Program allocation. Budgetary appropriations for this agreement will be included in the FY 2026-27 Recommended Budget.
