C)                     Bob Grassilli, representing District 3, for a second 4-year term ending June 30, 2027; and

 

D)                     Manuel Ramirez, representing District 4, for a final term ending June 30, 2025; and

 

E)                     Wallace Moore, representing District 5, for a second 4-year term ending June 30, 2027.

BACKGROUND:

The Measure K Oversight Committee was established following the voters’ approval of the Measure A sales tax in 2012 to conduct an annual audit of the Measure A sales tax funds to ensure transparency of the Board of Supervisors approved expenditures. The name of the oversight committee has thus been changed to reflect the passage of Measure K in 2016, which extended the sales tax until 2043.

 

On February 26, 2019, the Board of Supervisors, upon the recommendation of the Measure K Oversight Committee, adopted a resolution authorizing an increase in term length of up to four years (or a maximum of twelve years) and staggering the terms of service such that the terms of members do not all expire in the same year. The proposed reappointments reflect such staggering.

 

DISCUSSION:

Dan Quigg (District 1), Sam Hutkins (District 2), Bob Grassilli (District 3), Manuel Ramirez (District 4), and Wallace Moore (District 5) are being recommended for reappointments. Each member’s prior reappointment in 2019 was a 4-year term in order to provide for the staggering of terms on the Committee. Approval of these reappointments reflect terms effective July 1, 2023. Dan Quigg, Sam Hutkins, and Manuel Ramirez are serving final terms upon approval of these reappointments which reflect their maximum years for service ending June 30, 2025. Bob Grassilli and Wallace Moore will be serving their second 4-year terms ending June 30, 2027 upon approval of said reappointments.

 

Dan Quigg has served on the Measure K Oversight Committee representing District 1 since its inception in July 2013. He is a former Millbrae City Councilmember and the former Millbrae City Treasurer. He has served on many boards and commissions in San Mateo County, including the Bay Area Water Supply & Conservation District, the Congestion Management/Air Quality Board, the Regional Housing Needs Assessment Board and the San Francisco International Airport/Community Roundtable.

 

Sam Hutkins has served on the Measure K Oversight Committee representing District 2 since 2014, and currently serves as the Chair. He worked in the semiconductor industry and later started his own company from which he retired. Prior, he served as Assistant Principal of Central Middle School in San Carlos. Sam has been an actively engaged member of the committee and has great appreciation for what he has learned through being a member.

 

Bob Grassilli has served on the Measure K Oversight Committee representing District 3 since 2019, and prior had served for 18 years as a City Councilmember on the San Carlos City Council, serving as Mayor again in his final year of 2018. He served for 6 years on the San Carlos Planning Commission and is a 30-year resident of San Carlos. Bob Grassilli has over 38 years of experience in the financial world, having met payrolls, interacted with unions, worked on real estate development agreements, and worked on insurance, legal, and personnel matters. He is a former Chairperson of the City and County Association of Governments. Bob Grassilli’s extensive political career, along with his financial expertise, has brought valuable contributions to serving.

 

Manuel Ramirez has served on the Measure K Oversight Committee representing District 4 since its inception in July 2013. He is a bilingual Spanish speaker and 31-year resident of the unicorporated area known as North Fair Oaks. Mr. Ramirez is a community leader who has served as the District 4 representative on the Measure K Oversight Committee, the San Mateo County Planning Commission (since 2014), a former member and Chair of the North Fair Oaks Community Council and a small business owner of a residential construction company.

 

Wallace Moore has served on the Measure K Oversight Committee representing District 5 since 2019 and is a retired Labor Relations Consultant with the Internal Revenue Service in Oakland and is currently a Regional General Insurance Agent. He served as Vice President of the National Treasury Employees Union at the Internal Revenue Service. He has been involved in civic and community services as Planning Commissioner for the City of Daly City and was Chairman during the Junipero Serra Corridor construction. He served as two-term President of Daly City / Colma Democratic Club, representing the party as a convention delegate in California.
