BACKGROUND:

Homeless shelter services are a critical component of the County of San Mateo’s homeless crisis response system. They provide a safe temporary place to stay along with supportive services that help clients work towards securing permanent housing.

On December 21, 2022, the Human Services Agency (HSA) issued a Request for Proposals (RFP) for Homeless Shelter Services to identify shelter operators beginning in July 2023.

 

Based on the evaluation criteria in the RFP, LifeMoves was selected to provide family shelter services at four family shelters located in San Mateo, Redwood City, Menlo Park, and Daly City.

 

On June 13, 2023 by Resolution No. 079756(a) this Board entered into an agreement with LifeMoves to provide family shelter services at four family shelters located in San Mateo, Redwood City, Menlo Park, and Daly City for a total obligation not to exceed $6,506,732 for the term of July 1, 2023, through June 30, 2026.

 

DISCUSSION:

HSA is requesting the Board authorize an amendment to extend the agreement two years through June 30, 2028 and to increase the total obligation amount by $4,942,030, including $203,670 in COLA funding for Fiscal Years 2025-26 and 2026-27 for a new total obligation amount of $11,448,762.  Under this amendment, LifeMoves will continue to operate the four family shelters as low-barrier programs and provide 24/7 staffing and services to clients. LifeMoves also ensures the health and safety of clients and is responsible for overseeing shelter operations and facilities.

 

LifeMoves will continue to provide 78 units of shelter, located at these four LifeMoves- owned sites under this contract. The shelters accept referrals via the County’s Coordinated Entry System, which is accessed at any of the eight Core Service Agencies located throughout the County. There are some units for families receiving services from Children and Family Services

 

The family shelters provide housing-focused case management, connect clients to supportive services, and assist clients in developing and carrying out plans to secure permanent housing. Families experiencing homelessness face an extremely challenging housing market and a lack of affordable housing options, and many also encounter additional barriers, including limited or no income, prior evictions, substance use disorders, and mental and physical health challenges.

 

Families entering a homeless shelter receive case management to address and stabilize the current crisis, along with intensive, housing-focused case management aimed at removing barriers to permanent housing. Shelter stays are generally short-term, with the possibility of extensions depending on the needs and circumstances of each household.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation by a maximum of $25,000 for each agreement (in aggregate).

 

The County Attorney has reviewed and approved the agreement and resolution as to form.

COMMUNITY IMPACT:

The family shelter programs in San Mateo County address the urgent needs of unhoused families. The family shelters provide a safe and supportive environment for families, including minor children, to stabilize, minimize trauma, and transition to housing. By assisting a vulnerable and underserved community, many of whom are women and people of color, the family shelters will help address systemic inequities and barriers to housing. It is a step toward fostering inclusivity and ensuring all residents have access to safe living conditions and receive support in their efforts to move into permanent housing.

 

FISCAL IMPACT:

The term of this amended agreement is from July 1, 2023 through June 30, 2028. The amendment adds $4,942,030 in Net County Cost for a new total amount not to exceed $11,448,762. Budgetary appropriation for this agreement is included in the FY 2025-26 Adopted Budget and will be included in all subsequent budgets that are affected by this agreement.
