Subject: Juvenile Justice & Delinquency Prevention Commission
RECOMMENDATION:
title
Recommendation for the appointment of Asteris Ling to the Juvenile Justice & Delinquency Prevention Commission (JJDPC), for an initial partial term ending December 31, 2026.
body
BACKGROUND:
For the efficient and effective statutory compliance of the review of juvenile operations in this county, the Court and the Board have agreed that the appointees by the Court to the Juvenile Justice Commission are appointed concurrently by the Board of Supervisors to the Juvenile Justice & Delinquency Prevention Commission. Historically, the County’s practice has been to have candidates for Commission membership identified by the County or by the Commission membership. The Court then reviews, appoints, and recommends concurrent appointment by the Board of Supervisors.
DISCUSSION:
With the recommendation of the Juvenile Presiding Judge, Susan Irene Etezadi, Presiding Judge Stephanie G. Garratt does not object to and recommends to the County of San Mateo the appointment of Asteris Ling to the Juvenile Justice & Delinquency Prevention Commission for the term prescribed by law.
This is a request that the Board of Supervisors appoint the above-recommended commissioner to the Juvenile Justice & Delinquency Prevention Commission.
Asteris Ling would succeed Ruchi Mangtani who resigned from the JJDPC mid-term in April 2025.This appointment is for an existing partial term effective upon approval of this memorandum and ending on December 31, 2026.
Asteris Ling is a dedicated youth advocate with lived experience and a strong commitment to equity, civic engagement, and community empowerment. As an active member of the Redwood City Teen Advisory Board, he has led and supported initiatives that elevate youth voices, including the Youth Police Department Town Hall held in collaboration with the Redwood City Police Advisory Committee. He has also played a key role in projects like the Racial Equity Mural and “Teen Talks” forums, all aimed at ensuring young people have a seat at the table in local decision-making. Asteris is especially focused on reaching underserved communities and improving access to substance abuse treatment and educational opportunities for youth at risk. He brings a unique understanding of the systemic barriers young people face and consistently works to address these challenges through collaborative, community-based approaches. His insight, energy, and vision would bring valuable youth perspective to the Commission and reinforce our commitment to youth empowerment, inclusion, and equity across the county.
