Adopt a resolution authorizing the execution of an agreement with Abode Services for CalWORKs Housing Support Program rapid re-housing services for the term of September 1, 2024 through June 30, 2027 for a total obligation amount not to exceed $7,500,000.

BACKGROUND:
The California Department of Social Services (CDSS) awards annual amounts of Work Opportunity and Responsibility to Kids (CalWORKs) Housing Support Program (HSP) funds to counties that apply and demonstrate the ability to administer the nationally recognized rapid re-housing program model for CalWORKs families who are homeless or at risk of homelessness.
Rapid re-housing (RRH) is one key component of the homeless crisis response system. RRH programs provide intensive services to individuals and families with significant barriers to returning to housing. RRH is a type of homeless service that provides enrolled clients with intensive housing location assistance, time-limited rental subsidies, and case management.
In March 2024, HSA released a Request for Proposals for Homeless Services, including continuing RRH Services for the period from September 2024 through June 2027. Abode Services was selected to continue to provide these services because its experience, qualifications and program approach best meets the needs of the County.
DISCUSSION:
HSA is requesting to contract with Abode Services to provide Housing Support Program RRH Services.
The purpose of this Agreement is to provide RRH services under the CalWORKs HSP to address the housing crisis of CalWORKs families at imminent risk of or experiencing homelessness. RRH services will include providing housing location services, temporary financial assistance, temporary case management and services to return people experiencing homelessness to permanent housing.
The resolution contains the County’s standard provisions allowing an amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).
The County Attorney has reviewed and approved the resolution and the agreement as to form.

EQUITY IMPACT:
The Housing Support and Rapid Re-housing contract will positively impact low-income families receiving CalWORKs by assisting those who are at imminent risk of or currently experiencing homelessness remain housed or return to housing, as well as provide intensive services to support these families in overcoming barriers and to achieve self-sufficiency.
FISCAL IMPACT:
This agreement is estimated to be 100% state and federally funded by the annual CalWORKs Housing Support Program allocation. There is no Net County Cost. Appropriation was included in the FY 2024-25 Recommended Budget.
