A)                     Authorizing the acceptance of Community Services Block Grant discretionary funds from the State of California Department of Community Services and Development funded through the Coronavirus Aid, Relief, and Economic Security (CARES) Act in the amount of $40,370 for a new total grant amount of $674,332 for the term of March 27, 2020 through May 31, 2022; and

 

B)                     Authorizing the Human Services Agency Director or designee to execute an amendment to the County’s existing agreement with CSD to accept an additional $40,370 in Community Services Block Grant discretionary funding through the CARES Act from the State of California Department of Community Services and Development within the grant period of March 27, 2020 through May 31, 2022.

BACKGROUND:

Department of Community Services and Development (CSD) awards Community Services Block Grant (CSBG) funds to local Community Action Agencies to provide services to low-income individuals in an effort to reduce poverty. In San Mateo County, the Human Services Agency (HSA) is the Community Action Agency.

 

The federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, is an economic stimulus bill passed in March of 2020 in response to the economic fallout of the COVID-19 pandemic. CSBG CARES Act discretionary funds are being offered by CSD to help address community needs related to the COVID-19 pandemic, as the pandemic has created many challenges and needs within the community.

 

CSD allocated an additional amount of $40,370 to San Mateo County in CSBG CARES Act discretionary funds to target needs within the community to help prevent, prepare for, or respond to the pandemic.

 

DISCUSSION:

HSA is requesting authorization for the HSA Director to execute an amendment to the County’s existing agreement with CSD to receive the additional $40,3740 in CSBG CARES Act discretionary funds.

 

CSBG CARES Act discretionary funds increase the amount of grant funds to the County to support services for low-income members of the community who have been affected by COVID-19 and the related economic impacts. CSBG CARES Act discretionary funding has a variety of client eligibility requirements, and CSD requires extensive reporting on services provided with such funding. HSA will work with the County Manager’s Office to determine how these funds will be used in accordance with community need and in a manner that ensures compliance with CSD requirements and reporting.

 

FISCAL IMPACT:

The amount of the Community Services Block Grant (CSBG) CARES Act discretionary funds from the Department of Community Services and Development (CSD) is $40,370 for a new total grant amount of $674,332 for the term of March 27, 2020 through May 31, 2022. There is no Net County Cost associated with this revenue agreement.
