BACKGROUND:
The Human Services Agency (HSA) and community partners provide a spectrum of services to support people experiencing homelessness and help them move back into permanent housing. One of these services is rapid re-housing (RRH) services. RRH is a type of homeless service that provides enrolled clients with intensive housing location assistance, time-limited rental subsidies, and case management.
On March 13, 2024, HSA issued a Request for Proposals (RFP) for rapid re-housing and shallow subsidy services funded by HDAP. On April 18, 2024, an evaluation was conducted of all the proposals received in response to the rapid re-housing and shallow subsidy services RFP. At the conclusion of the RFP, the review panel recommended that HSA enter into a contract with Abode Services for rapid re-housing and shallow subsidy services.
On June 25, 2024, by Resolution No. 080537, this Board authorized the County of San Mateo to execute an agreement with Abode Services for HDAP rapid re-housing and shallow subsidy services for an amount not to exceed $609,744 and a term of July 1, 2024 through June 30, 2025.
On June 10, 2025, by Resolution No. 081266, this Board authorized the County of San Mateo to execute an amendment to the agreement with Abode Services for HDAP rapid re-housing and shallow subsidy services for a revised total amount not to exceed $1,181,719 with an extended term of July 1, 2024 through June 30, 2026.
In November 2025, the California Department of Social Services (CDSS) announced HDAP funding for FY 2022-23 with an expenditure deadline of June 30, 2028. In December 2025, HSA accepted $416,001 in non-competitive awards for HDAP expenditures from CDSS through June 30, 2028, which HSA utilizes to fund its three HDAP contracts.
DISCUSSION:
HSA is requesting to amend the agreement with Abode Services to increase funding by $352,393 for a revised total amount not to exceed $1,534,113, and to extend the contract term one year through June 30, 2027.
Under this agreement, Abode Services will provide HDAP RRH and shallow subsidy services for families and adults experiencing homelessness who meet the eligibility set by the state to be served by HDAP-funded services, including having a disability but not currently receiving disability benefits. Disability benefits that program participants might be eligible for include the Supplemental Security Income/State Supplementary Program for the Aged, Blind, and Disabled, the federal Social Security Disability Insurance Program, and the Cash Assistance Program for Immigrants.
In the HDAP RRH and shallow subsidy program, Abode Services will provide intensive short-to-medium term rental subsidies, comprehensive housing identification services, and case management services to program participants. Under a separate contract, program participants will receive disability benefits advocacy services, which includes intensive support for the disability benefits application process. Once housed, program participants will continue to receive case management services and rental assistance until they receive a final disability benefits award and/or determination. If program participants are unable to remain stably housed once they receive a disability benefits award, Abode Services will provide a shallow subsidy to the program participant until they are able to be self-sufficient or are connected to a longer-term housing subsidy. The HDAP funding amount varies by fiscal year, so this program has expanded and contracted each year, based on available funding.
The amendment and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provision allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:
The HDAP RRH and shallow subsidy services program will provide services to families and adults experiencing homelessness who have a disability but are not currently receiving disability benefits. This program will serve vulnerable community members by ensuring those with disabilities are connected to the disability benefits that they are eligible for and will provide housing services and supports to increase housing stabilization.
FISCAL IMPACT:
This amendment extends the term of this agreement to June 30, 2027. This amendment adds $352,393, for a total obligation not to exceed $1,534,113. This amendment is funded by the Housing and Disability Program (HDAP) allocation. Budgetary appropriations for this agreement will be included in the FY2026-27 Recommended Budget.
