BACKGROUND:
On June 24, 2025, this Board adopted Master Salary Resolution 081316, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.
DISCUSSION:
The salary resolution changes herein represent the:
• deletion of one position;
• addition of one position;
• adjustment of the salary ranges of five classifications; and
• setting the salary range of three new classifications.
These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.
17000 HUMAN RESOURCES
Action: Delete: One E470, Fiscal Office Specialist - Confidential
Biweekly Salary: $2,728.00 - $3,408.80
Add: One E013, Human Resources Technician - Confidential
Biweekly Salary: $3,048.00 - $3,810.40
Explanation: This is the deletion of one vacant Fiscal Office Specialist - Confidential and the addition of one Human Resources Technician - Confidential. This change aligns the classification of the position to the intended duties and responsibilities of the position prior to recruitment. This action represents an approximate monthly salary and benefits cost of $1,331. There is no change in the total number of authorized positions.
37000 COUNTY LIBRARY
Action A: Adjust salary range of K003, Senior Librarian, to $51.80 - $64.76 per hour.
Action B: Adjust salary range of D188, Library Branch Manager, I to $56.95 - $71.21 per hour.
Action C: Adjust salary range of D189, Library Branch Manager II, to $62.68 - $78.32 per hour.
Explanation: This action adjusts the pay rate of the Senior Librarian classification by 8%, the Library Branch Manager I classification by 7.7%, and the Library Branch Manager II classification by 2.3%. A salary survey of the Senior Librarian classification found the salary to be below the market median; consistent with compensation setting practices, the pay is being adjusted to align with the current market median. This adjustment created salary compaction with the next-level classifications, necessitating corresponding adjustments to the Library Branch Manager I and II classifications to maintain appropriate internal alignment. These actions represent an approximate monthly salary and benefits cost of $16,197 impacting nineteen positions; however, the County Library is a non-general fund department and therefore these changes result in no net county cost. There is no change in the total number of authorized positions.
39800 COYOTE POINT MARINA
Action A: Set salary range of L047, Marina Worker I at $37.44 - $46.83 per hour.
Action B: Set salary range of L048, Marina Worker II at $42.41 - $53.04 per hour.
Explanation: These actions set the salary range for Marina Worker I and Marina Worker II which are two new classifications approved by the Civil Service Commission on March 5, 2026. These are salary-setting actions only and have no monthly salary and benefits cost associated with them and no changes to the total number of authorized positions.
45100 PUBLIC WORKS ADMINISTRATION
Action: Set salary range of D249, Assistant Director of Public Works at $104.74 - $130.91 per hour.
Explanation: This action establishes the salary range for the classification of Assistant Director of Public Works. The classification was approved by the Civil Service Commission in 2022; however, allocation of a position to the classification was delayed, and the establishment of a salary range was not submitted to the Board at that time. To support the current operational needs of the County and the department, the classification is being revived, and this action establishes the corresponding salary range. This is a salary-setting action only and has no monthly salary and benefits cost associated with it. There are also no changes to the total number of authorized positions.
47300 FACILITIES SERVICES & 47400 CONSTRUCTION SERVICES-DPW
Action A: Adjust salary range of T024, Electrician, to $69.26 per hour.
Action B: Adjust salary range of T013, Crafts Supervisor, to $60.94 - $76.19 per hour.
Explanation: This action adjusts the pay rate of the Electrician classification by 1.3%. A salary survey found the Electrician classification to be below the market median and consistent with compensation setting practices, the pay is being adjusted to align with the current market median. The Crafts Supervisor salary is being adjusted by 2.98% to address salary compaction resulting from the Electrician adjustment. These actions represent an approximate monthly salary and benefits cost of $2,697, impacting seven total positions. There is no change in the total number of authorized positions.
Financial Impact on County’s Retirement System
Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.
As reflected in the attached letter from SamCERA’s actuary, Milliman, the assumed annual salary increases of affected current employees, increases the Actuarial Accrued Liability (AAL) by approximately $312,000. While the Unfunded Actuarial Accrued Liability (UAAL) of SamCERA will be higher by this amount, the funded ratio, rounded to the nearest one basis point, will be unchanged.
FISCAL IMPACT:
These actions represent an estimated monthly salary and benefits cost of $4,028 or an annual cost estimate of $48,337. This estimate excludes changes to County Library, which is a non-general fund department.
