BACKGROUND:

The Sheriff’s Office regularly requires biohazard clean-up and sanitation services in order to maintain a clean and safe work environment for Sheriff's Office employees, the public we serve, and the incarcerated people we care for in San Mateo County. Sheriff’s Office and County staff are not trained or able to provide these services, thus requiring the services of contracted professionals.

 

The current contract for biohazard clean-up and sanitation services is set to expire on June 30, 2026. A new contract is needed to allow for continued cleaning and decontamination services without interruption in the following critical law enforcement and correctional environments: the Maguire Correctional Facility, the Maple Street Correctional Center, Headquarters Patrol Bureau, San Carlos Police Bureau, Coastside Patrol Bureau, Millbrae Police Bureau, Transit Police Bureau, and the Sheriff’s Property Unit.

 

DISCUSSION:

In January 2026, the County issued a Request for Proposals for biohazard clean-up and sanitation services. The Sheriff’s Office received four proposals and Crime Scene Cleaners Inc. was selected as the best value responsive and responsible bidder.

 

The proposed agreement with Crime Scene Cleaners Inc. provides biohazard clean-up and sanitation services for the term of July 1, 2026 through June 30, 2029, with an option exercisable by mutual agreement of the parties to extend the term for an additional period not to exceed two years, in an amount not to exceed $500,000 (“Agreement”).

 

The County Attorney has reviewed and approved the Agreement and resolution as to form.

 

COMMUNITY IMPACT:

Th Agreement will support a healthier and humane environment for Sheriff’s Office staff, incarcerated persons in San Mateo County, and the residents of San Mateo County who interact with Sheriff’s Office staff. The Agreement will also support OSHA bloodborne pathogen mitigation standards.

 

FISCAL IMPACT:

The Agreement is for a three-year term with an option to extend the term for an additional period not to exceed two years, in an amount not to exceed $500,000, funding for which has been included in the Sheriff’s Office FY 2026-27 Recommended Budget.
