body

BACKGROUND:

On April 13, 2010, the Governing Board of Commissioners approved the Housing Authority of the County of San Mateo (“HACSM”) Moving To Work (“MTW”) Annual Plan which contained a local, non-traditional activity to design and implement a program serving income-qualified members of populations in our community who either are not served or are underserved by the structure of HACSM’s current housing programs.

The result was the creation of the Provider-Based Assistance (“PBA”) program which allows HACSM to provide time-limited rental assistance, in connection with supportive services, to households served by local community providers. The goals of the PBA program are to assist eligible households to increase their housing stability, increase their skills and/or income, and obtain greater self-sufficiency. Each provider designs and implements its own program using HACSM MTW reserve funds for the housing subsidy component.

On July 11, 2023, the Governing Board of Commissioners approved agreements with six providers under the PBA program, including Catholic Charities and Oakbrook CA Corp (formerly Oakbrook LLC). In 2023, both Catholic Charities and Oakbrook CA Corp were new providers under the PBA program. Catholic Charities proposed to target households that are chronically homeless with multiple and/or serious barriers to housing stability.  Oakbrook CA Corp’s targeted population under the PBA program were mariners with non-compliant live-aboard status and at risk of homelessness. The agreements with Catholic Charities and Oakbrook CA Corp were not to exceed $3,978,454, and $2,774,915, respectively. The terms of all agreements were July 1, 2023, through June 30, 2028.

DISCUSSION:

On January 22, 2026, Oakbrook CA Corp contacted HACSM to request assistance with advancing the termination date of its agreement and to transition its nine remaining households to another provider. It sought to accomplish both no later than October 2026 to accommodate its pending dissolution. Following a series of discussions with other PBA providers, Catholic Charities agreed to absorb the nine remaining households and the balance of funding under HACSM’s agreement with Oakbrook CA Corp.

As of October 1, 2026, the remaining funds for Oakbrook CA Corp under its agreement with HACSM is $1,934,590.25. With the addition of Oakbrook CA Corp’s funds, Catholic Charities will, in total, have received $5,913,044.25, for the purposes of the PBA program.

In order to facilitate the transition of these funds to Catholic Charities, HACSM recommends that this Governing Board authorize HACSM to execute an amendment advancing the termination date of its agreement with Oakbrook CA Corp to September 30, 2026;to authorize HACSM to execute an amendment increasing the allotted amount to Catholic Charities by $1,934,590.25 to $5,913,044.25; and to authorize HACSM to allocate Oakbrook CA Corp’s remaining, previously allotted funds of $1,934,590.25 to Catholic Charities for the purposes of the PBA program.

Allowing Catholic Charities to absorb Oakbrook CA Corp’s remaining funds will allow Catholic Charities to cover the subsidy and supportive services for the nine households it has agreed to absorb from Oakbrook CA Corp.

The County Attorney has reviewed and approved the proposed Resolution as to form.

COMMUNITY IMPACT:

This action allows the nine households under the Oakbrook agreement to continue to be housed through the end of the agreement term of June 30, 2028. Catholic Charities will continue to meet with these households, provide supportive services and determine alternate housing and wait list options to ensure they can retain stable housing for the foreseeable future.

FISCAL IMPACT:

There is no net County cost associated with this action.  All funds required to operate the MTW program are provided by the U.S. Department of Housing and Urban Development, and HACSM MTW reserve funds are used to fund the PBA program.
