B)                     Authorizing the Director of Public Works to call for sealed bids to be received by Tuesday, June 13, 2017 at 2:30 p.m. in the office of the County Manager/Clerk of the Board of Supervisors; and

BACKGROUND:

The California Department of Transportation’s (Caltrans) Local Assistance Bridge Preventative Maintenance Program (BPMP) defines a process that local agencies can follow such that bridge preventative maintenance projects may be eligible for federal funding.  The Program requires local agencies to prepare a Bridge Preventative Maintenance Plan (Plan), which must be approved by Caltrans.  The Department submitted a Plan to Caltrans, which was approved and the Department proceeded with design of work described in the Plan for three bridges.

 

Your Board adopted Resolution Nos. 072275 and 073835, which authorized an Agreement and Amendment No. One to the Agreement with Biggs Cardosa Associates, Inc. (Biggs Cardosa) for engineering and environmental permitting services for work in connection with the Plan.  The work performed by Biggs Cardosa included engineering and environmental permitting services for the following three bridges:  Alpine Road Bridge over San Francisquito Creek, Madera Lane Bridge over El Corte de Madera Creek, and Stage Road Bridge over Pescadero Creek.

 

DISCUSSION:

Preventative Maintenance for Various County Bridges in the Unincorporated Areas of San Mateo County (Project) consists of preventative maintenance work for three bridges within the Unincorporated Areas of San Mateo County and as described in the Plan.  The work on the Alpine Road Bridge (Bridge No 35C-0016), near the Stanford Weekend Acres area, includes a concrete bridge deck overlay and replacement of the joint seals.  The work on the Madera Lane Bridge (Bridge No 35C-0116), in the San Gregorio area, includes replacement of existing girders and railings, and repairing spalled concrete.  The work on the Stage Road Bridge (Bridge No 35C-0117), in the Pescadero area, includes an application of a bridge deck overlay treatment.   

The plans, specifications, and estimate for this work were prepared by Biggs Cardosa and have been reviewed by staff.  Caltrans has approved the plans, specifications, and estimate package and issued the authorization to proceed with construction.  The Department is recommending that your Board authorize the calling for bids for the proposed work.

County Counsel has reviewed and approved the resolution as to form. 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving and maintaining the integrity of these bridges for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The estimated cost of construction is $792,000 and is proposed to be financed primarily with BPMP Funds.  BPMP Funds would fund 88.53% of the cost with Federal Funds and the local match would be 11.47% from the Road Fund.  Sufficient Road Funds have been budgeted to finance the construction costs as the BPMP funding is on a reimbursable basis.  The County will be seeking BPMP Fund reimbursements from Caltrans during the course of construction to reimburse the Road Fund.

There is no impact to the General Fund.
