BACKGROUND:

In December 2021, the State awarded San Mateo County $13.5 million to purchase, rehabilitate, and operate the Stone Villa Inn as a non-congregate shelter. In March 2022, the County purchased Stone Villa Inn and began rehabilitation of the site to convert the property into the Stone Villa Shelter, a 44-unit non-congregate shelter serving adults (individuals and couples) experiencing homelessness.

 

In March 2022, the San Mateo County Human Services Agency (HSA) issued a Request for Proposals (RFP) to seek non-congregate homeless shelter services at Stone Villa Shelter, and Samaritan House was selected as the provider based on the evaluation criteria listed in the RFP.

 

On June 13, 2023, by Resolution No. 079748, the County entered into an Agreement with Samaritan House to operate Stone Villa Shelter, since renamed El Camino House, to provide non-congregate homeless shelter services for the term of July 1, 2022, to June 30, 2024, for a total obligation amount not to exceed $3,286,669.

 

On May 21, 2024, by Resolution No. 080354, the parties amended the Agreement to add $1,730,235 in funds and extended the term of the Agreement through June 30, 2025, for a revised total obligation not to exceed $5,016,904.

 

On May 6, 2025, the parties amended the Agreement to add Exhibits G, H, J, and K related to the use of CDBG-CV funds.

 

DISCUSSION:

El Camino House is a homeless shelter program that acts as a safety net for adults who are experiencing homelessness. The El Camino House shelter program provides safe, temporary shelter and intensive services to assist clients with identifying and moving into permanent housing as quickly as possible. Shelter residents receive case management to address and resolve current crises and support on working toward permanent housing.

 

In order to continue to provide services at El Camino House - including shelter, housing-focused case management, and linkages to supportive services - HSA proposes to extend the current agreement with Samaritan House by two years through June 30, 2027, and increase funding by $3,460,470 for a revised total of $8,477,374.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form. 

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:

The continuation of the El Camino House shelter program will help advance equity in San Mateo County by addressing the urgent needs of unhoused adults. The shelter provides a safe and supportive environment for people experiencing homelessness to stabilize, minimize trauma, and transition to housing.

 

By assisting a vulnerable and underserved community, many of whom are people of color, the program will help address systemic inequities and barriers to housing. It is a step forward to fostering inclusivity and ensuring all residents have access to safe living conditions and the supportive services that a shelter provides.

 

FISCAL IMPACT:

The term of this amended agreement is July 1, 2022 through June 30, 2027. The amendment adds $3,460,470 for a new total amount, not to exceed $8,477,374. This agreement will be funded using Homeless Housing, Assistance and Prevention (HHAP) grant, Measure K sales and use tax revenue, Net County Cost, the American Rescue Plan Act (ARPA), Homekey, and Community Development Block Grant CARES Act (CDBG-CV) funds. Budgetary appropriation for this amendment will be included in the FY 2025-26 Recommended Budget and all subsequent budgets that are affected by this agreement.
