B)                     The execution of the Transmittal Letter to the California Department of Aging required to complete the submission process.

BACKGROUND:

In 1992, Aging and Adult Services (AAS) convened a broad-based group of persons with disabilities, seniors, caregivers, and service providers to form the New Beginning Coalition (NBC). The purpose of the coalition was to improve the quality of life for San Mateo County’s diverse population of older persons and adults with disabilities. The primary vehicle for achieving that goal was developing a long-range plan for a continuum of services that would be responsive to consumer needs and would acknowledge and incorporate the diversity in the County.

 

Since that time, the NBC - in coordination with the County’s Commission on Aging (CoA) and the Commission on Disabilities (CoD) - has been implementing a comprehensive process for involving consumers and stakeholders in the development of each new Area Plan every four years. Stakeholders include key private, non-profit, and governmental agencies that provide services for older adults and adults with disabilities, consumers, and representatives from minority communities. 

 

Each Area Plan is based on an extensive community needs assessment. For the most recent 2020-2024 Area Plan, the needs assessment consisted of a community survey, a stakeholder forum, and a review of secondary data from other community needs assessments. Over 3,000 copies of the community survey were distributed to senior center residents, community-based organizations, senior living communities, etc., and were available electronically via Survey Monkey. The survey revealed the top issues for older adults and adults with disabilities to be: remaining at home and living independently, obtaining dental care, avoiding accidents at home, learning about services/benefits, depending on others, preparing for disasters, accessing and enrolling in services/benefits, understanding Medicare, finding friends/social activities, and having financial security.

 

Completed Area Plans are submitted to California Department of Aging (CDA) for approval after the County’s Governing Board (ie, San Mateo County Board of Supervisors) and the CoA have had the opportunity to participate in the planning process and to review the Area Plan.

 

DISCUSSION:

All Area Plans are required to be updated annually.  The CoA has approved the County’s annual Plan Update, which is now being brought to this Board for its approval prior to submission to the CDA.  Submission of this Plan Update is necessary for final approval of the Older Americans’ Act funding needed to continue to provide senior services that would help older adults remain in the most independent setting possible.

 

The County Attorney’s Office has reviewed and approved the resolution as to form.

 

Through the submission of this Plan Update and by providing community-based services funded by the OAA, it is anticipated that an estimated 23,500 unduplicated older adults will be served by OAA-funded programs during FY 2023-24.
