BACKGROUND:

On June 24, 2025, this Board adopted Master Salary Resolution 081316, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     addition of one special compensation provision;

                     deletion of four positions;

                     addition of four positions;

                     reclassification of two positions.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

18000 TECHNOLOGY SERVICES DEPARTMENT

 

Action:                      Add: A special compensation of 8% for IS Analyst/Specialist II employees in Technology Services Department who are assigned periodic project management work.

                     

Explanation: This action amends Section 5 of the Master Salary Resolution to add an 8% hourly pay differential, in addition to all other compensation, for any IS Analyst/Specialist II employees who are assigned periodic project management work by the Director. The 8% differential shall be paid only for the hours worked on the project and applies to smaller, short-term projects. The monthly salary and benefit cost of this action is unknown until the Department has identified individuals and assignments for this designation. There is no change in the number of authorized positions.

 

30000 SHERIFF’S OFFICE

 

Action A:                     Delete: One E468, Executive Assistant-Confidential

                                          Biweekly Salary: $3,559.20 - $4,446.40

 

Action B:                     Delete: One E090, Administrative Assistant II-Confidential

                                          Biweekly Salary: $3,681.60 - $4,603.20

 

Action C:                      Add: Two E091, Administrative Assistant II

                                          Biweekly Salary: $3,681.60 - $4,603.20

 

Explanation: This is the deletion of one vacant Executive Assistant-Confidential and one Administrative Assistant II-Confidential positions and addition of two Administrative Assistant II positions to support operational needs of the Sheriff’s Office. These actions represent an approximate monthly salary and benefits cost of $520. There is no change in the total number of authorized positions.

 

55500 PUBLIC HEALTH, POLICY AND PLANNING

 

Action:                     Delete: One G112S, Community Worker Series

                                          Biweekly Salary: $2,312.00 - $3,188.80

 

Add: One F009S, Patient Care Series (Mobile Clinic Certified Medical Assistant)

                                          Biweekly Salary: $2,702.40 - $3,376.80

 

Explanation: This is the deletion of one vacant Community Worker II position and addition of one Mobile Clinic Certified Medical Assistant. The latter classification is better aligned to the medical support work expected of the position. This action represents an approximate monthly salary and benefits cost of $623. There is no change in the total number of authorized positions.

 

62400 FAMILY HEALTH SERVICES

 

Action:                     Delete: One G226S, Community Program Specialist Series

                                          Biweekly Salary: $3,081.60 - $4,316.00

 

Add: One G228, Senior Community Program Specialist

                                          Biweekly Salary: $4,053.60 - $5,064.00

 

Explanation: This is the deletion of one vacant Community Program Specialist Series position and addition of one Senior Community Program Specialist position. This action supports the Department’s data-driven improvement efforts, and expands capability to monitor performance metrics and to provide more advanced programmatic support. This action represents an approximate monthly salary and benefits cost of $2,480. There is no change in the total number of authorized positions.

 

66000 SAN MATEO MEDICAL CENTER

 

Action:                     Reclassify: One S030S, Cook Series

                                          Biweekly: $2,728.80 - 3,301.60

 

                                          To: One S027-Y, Storekeeper Series Y-Rated

Explanation: This is the reclassification of one filled Cook II position to Storekeeper II Y-Rated, as recommended by a recently completed classification study of the position. There is no change in the monthly salary and benefits cost and there is no change in the total number of authorized positions.

 

79000 DEPARTMENT OF HOUSING

 

Action:                     Reclassify: One D213, Deputy Director of Housing

                                          Biweekly Salary: $7,238.40 - $9,048.80

 

To: One D021, Chief Deputy Director of Housing

                                          Biweekly Salary: $7,745.09 - $9,682.22

 

Explanation: This is the reclassification of one filled Deputy Director of Housing position to Chief Deputy Director of Housing, as recommended by a recently completed classification study of the position. This action represents an approximate monthly salary and benefits cost of $2,100. There is no change in the total number of authorized positions.

                     

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the assumed annual salary increase of affected current employee will not result in an increase in the Actuarial Accrued Liability (AAL). The impacted employee  is an active member of General Plan 7 and currently receives compensation in excess of the PEPRA Compensation Limit under Government Code Section 7522.10. Since compensation in excess of the PEPRA Compensation Limit is disregarded in the calculation of individual benefits and the funding of SamCERA, any additional compensation received by such individuals will not result in increased retirement benefits.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $5,722 or an annual cost estimate of $68,669.
