BACKGROUND:

In December 2020, the County of San Mateo acquired a 52-unit building in Half Moon Bay that was formerly the Coastside Inn Hotel for a small pilot program to house unsheltered individuals and families during the COVID-19 pandemic.  Since March 22, 2021, the program has operated as a non-congregate homeless shelter serving unhoused individuals and families in San Mateo County. 

 

On December 27, 2023, San Mateo County’s Human Services Agency (HSA) issued a Request for Proposals to solicit proposals from eligible applicants to continue to provide non-congregate homeless shelter services at Coast House Shelter beginning July 1, 2024. WeHOPE was selected to provide these services based on their experience and overall program approach.

 

HSA is requesting to enter into an agreement with WeHOPE to provide shelter services at Coast House for the term of July 1, 2024, through June 30, 2027.

 

DISCUSSION:

Coast House Shelter is a product of the Project Roomkey and Project Homekey programs that were established in response to the COVID-19 pandemic. These programs introduced the innovative idea of creating shelter or permanent housing for people experiencing homelessness using hotels. Coast House Shelter operates in a county-owned building in Half Moon Bay with 51 shelter units.

 

Coast House Shelter is a non-congregate homeless shelter that provides safe temporary living accommodations and intensive on-site support services to assist people experiencing homelessness with finding and moving into permanent housing.

 

Coast House is the only non-congregate homeless shelter located on the San Mateo County coast. Coast House serves people experiencing homelessness, with a preference for people on the coast. Coast House serves both adults and families, with adults making up most of the clients served.

 

This agreement continues the shelter services at Coast House that had previously been delivered by another service provider.

 

The agreement and resolution have been reviewed and approved by County Attorney’s Office as to form. 

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

PERFORMANCE MEASURE:

It is anticipated for the term of this agreement that 60% of adult households and 80% of family households leaving the program will exit to a permanent housing situation.

FISCAL IMPACT:

The term of this agreement is July 1, 2024, to June 30, 2027. The amount of the agreement is $5,000,000. The total amount of the contract is funded by Measure K sales and use tax revenue. Budgetary appropriation for this agreement was included in the FY 2024-25 Recommended Budget and will be included in all subsequent budgets that are affected by this agreement.
