BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
This Board held study sessions on Measure K expenditures and approved funds for the FY 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by this Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This Board previously approved a Measure K grant in the amount of $15,000 to Belle Haven Action on June 10, 2025 for the purchase and distribution of air filters to residents in the Belle Haven neighborhood of Menlo Park. Those grant funds remain unspent and the original grant term has ended. Belle Haven Action requests a reinstatement and amendment to the grant’s scope of services, as noted below, along with a change to the grant term period.
This is a request to authorize a reinstatement and amendment to the previously awarded grant to Belle Haven Action with no change to the not-to-exceed amount of $15,000, to support a three to four month Farmers’ Market Pilot Program, a community-led initiative that provides direct access to fresh, nutritious food for approximately 110 local families in Belle Haven and surrounding areas. The County Executive’s Office will administer and manage the reinstated and amended agreement.
District 4 indicates that this organization was previously approved for Measure K district-discretionary funding in the amount of $15,000, which remains unspent, and that grantee is requesting to reinstate and amend the scope of work and change the grant term, with no change to the prior not-to-exceed grant amount.
District 4 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:
This Measure K grant will support Belle Haven Action in launching a community-based Farmers’ Market Pilot Program in an area that has long experienced “food desert” conditions, where access to fresh, affordable, and culturally relevant food options is limited. Funding will be used to procure high-quality produce and proteins directly for residents, helping to ensure consistent access to nutritious food.
This effort is particularly critical in light of recent and anticipated federal policy changes, including HR-1-related reductions that may impact food assistance programs and safety net services. As families face increasing economic pressure and potential reductions in support, this pilot program provides an immediate, community-driven response to address food insecurity and gaps in access.
The grantee organization will use the Measure K grant as follows:
• Procure and distribute fresh produce and protein to approximately 110 local families
• Operate a three to four month pilot farmers’ market in Belle Haven
• Provide culturally relevant and accessible food options to meet community needs
• Support outreach and coordination to ensure equitable access for participating households
The project or services funded by this district-discretionary grant will be implemented or provided from June 1, 2026, through December 31, 2027.
Total Measure K Request: Not to Exceed $15,000
The release of funds will be contingent on the execution of a reinstatement and amendment to the grant agreement detailing the approved scope of work and providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
Funding for this project supports food security, health equity, and community resilience in District 4 by expanding access to fresh, nutritious food in an area with longstanding gaps in food access. The Belle Haven Farmers’ Market Pilot directly addresses barriers faced by low-income families by providing reliable access to healthy food options.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
