BACKGROUND:

The cornerstone of the County’s Mental Health Services Act Community Services and Supports plan is the delivery of Full-Service Partnership (FSP) services to Behavioral Health and Recovery Services’ (BHRS) highest-risk consumers with serious mental illness. FSP programs are designed to allow consumers to remain in the community and decrease their hospitalizations and/or incarcerations by providing case management, medication management, therapy, social activities, and 24/7 response capability to these highest-risk consumers.

 

In December 2021, this Board approved an agreement with Edgewood Center for Children and Families (Edgewood) for FSP services in the amount of $8,133,896 for the term July 1, 2021, through June 30, 2022.

 

In July 2022, this Board delegated to the Chief of San Mateo County Health or designee the authority to approve an amendment for a Cost-of-Living increase and to extend the term through June 30, 2023, increasing the amount by $8,629,230, for a total amount not to exceed $17,007,163.

 

DISCUSSION:

Through this amendment, Edgewood will continue to provide comprehensive FSP services, with separate FSP programs for children, youth, and transition-age youth (TAY). Edgewood’s services are for severely emotionally disturbed clients either returning from out-of-home placements or at risk for out-of-home placements. These services enable clients to maintain placements in their respective communities. While Edgewood’s services are open to all at-risk clients, they specifically target clients from underserved Asian/Pacific Islander, Latino, and African American populations.

 

BHRS will release a Request for Proposals (RFP) for FSP services in the Winter of 2023. This extension will provide additional time for the RFP to be completed and allow Edgewood to continue services throughout the proposed contract term extension.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate). 

 

The County Attorney has reviewed and approved the amendment and resolution as to form. This amendment is coming to this Board late due to prolonged contract negotiations.

 

BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. FSP services for children, youth, and TAY are one established level of care. It is anticipated that 86% of the clients who receive FSP services will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the amended agreement is July 1, 2021, through March 31, 2024. The amount of the amended agreement is not to exceed $23,479,065 for the 33-month term. This amendment increases the contract amount by $6,471,922 and is included in the BHRS FY 2023-24 Recommended Budget. Of this amount, $5,388,189 will be funded by the Mental Health Services Act, $616,607 will be funded by Federal Financial Participation, $397,486 will be funded by SB163 funds provided through the Human Services Agency, $40,579 will be funded by Measure K. The Net County Cost is $29,061.
