BACKGROUND:

As part of the County’s strategic plan on homelessness, the Human Services Agency (HSA) and community partners provide a spectrum of services to support people experiencing homelessness and help them move back into permanent housing. This includes Housing Location and Case Management (HLCM) services. In the local housing market, housing location and case management services help people experiencing homelessness who have been awarded a permanent housing voucher to locate, move into, and then to stabilize in housing. These services help San Mateo County maximize utilization of housing vouchers designated for people experiencing homelessness. The Housing Authority of the County of San Mateo also contracts with Abode Services for housing location services to provide services to additional clients served by permanent housing voucher programs.

 

On November 3, 2023, the County Executive’s Office (CEO) released the Measure K Notice of Funding Opportunity (NOFO) for interested applicants to submit proposals to provide services in San Mateo County that target three specific areas: housing and homelessness, emergency preparedness, and children, families, and seniors. Abode Services submitted a proposal in response to the Measure K NOFO that requested funding to continue providing Housing Location and Case Management Services. Following an evaluation process conducted by the CEO, Abode Services was recommended to be awarded Measure K funding to provide Housing Location and Case Management Services in San Mateo County.

 

On March 26, 2024, by Resolution No. 080240, this Board approved the FY 2024-25 Measure K Budget as presented by the CEO, which included awarding Measure K funding to Abode Services for Housing Location and Case Management services.

 

DISCUSSION:

The agreement with Abode Services will provide HLCM services for people experiencing homelessness who have a permanent housing voucher by assisting them with identifying and moving into permanent housing as quickly as possible. The target population includes people who may be unsheltered, disabled, or may have a history of evictions, or other circumstances that create challenges in locating housing. Households served by HLCM are those prioritized by the Coordinated Entry System to receive a housing subsidy based on high vulnerability and significant barriers to housing.

 

Housing location staff reach out to landlords and provide intensive assistance to clients in locating housing, completing housing applications, and navigating the housing application process. The program will provide security deposits and other move-in financial assistance needed to stabilize individuals and families in permanent housing.

 

For clients who need support services in order to help them be successful in the housing search process and to stabilize into housing once they move in, HLCM provides case management services to ensure ongoing housing stability.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provision allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in the aggregate).

FISCAL IMPACT:

This agreement is for the term of July 1, 2024 to June 30, 2027, with a total obligation amount not to exceed $3,475,350. The total obligation amount is funded by Measure K sales and use tax. Budgetary appropriation for this agreement is included in the FY 2024-25 Recommended Budget and in all subsequent budgets that are affected by this agreement. There is no General Fund Net County Cost associated with this agreement.
