BACKGROUND:

This Board has adopted similar resolutions regarding parking restrictions.

Section 22507, et seq., of the California Vehicle Code and Section 7.24.010, of the San Mateo County Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.

On December 6, 2005, this Board adopted Resolution No. 067697, which established “Two Hour Limited Parking” on both sides of Middlefield Road commencing at the Dumbarton Spur Railroad Crossing and extending southeasterly to the intersection of Eight Avenue, a distance of 7,200 feet, more or less, between the hours of 9:00 a.m. to 4:00 p.m., on weekdays and weekends, excepting therefrom where other parking restrictions are implemented by Resolution by the Board of Supervisors.

DISCUSSION:

The Department of Public Works (Department) recently completed the Middlefield Road Improvement Project (Project), which included reconfiguring Middlefield Road between Pacific Avenue and 5th Avenue. This work included construction of new SamTrans bus stops to comply with SamTrans’ current standards. The new bus stops are longer than the previous ones and require additional no-parking areas compared to what existed previously. Consequently, the additional no-parking areas have impacted the nearby businesses.

To address these concerns, the Department engaged in discussions with SamTrans and affected business owners along Middlefield Road to gather their input. SamTrans has indicated that their current bus stop standard is necessary to provide appropriate service for all bus users and that deviating from the standard is not feasible. Based on feedback from the businesses, which emphasized the need to encourage turnover of parking spaces and ensure availability for short term parking visits, the Department recommends establishing five (5) “20-Minute Time Limited Parking” zones as shown on Exhibit A.

The Department seeks to revise existing parking restrictions within the County right-of-way along Middlefield Road near Dumbarton Avenue and Fifth Avenue. The proposed parking restrictions seek to change the existing parking restrictions for five (5) parking spaces from “Two Hour Time Limited Parking” from 9 a.m. to 4 p.m. on weekdays and weekends to “20-Minute Limited Parking” from 7 a.m. to 7 p.m. on weekdays and weekends.

The Department notified property owners, businesses, and residents within 300 feet of the proposed parking restrictions of the date and time of the Board meeting to consider this item.

The location of parking zones and other traffic restrictions on County-maintained streets are shown on maps in the Department’s office and website. The Department’s master list of parking restrictions will be updated to reflect the recommended changes, should this Board approve the proposed resolution.

County Attorney has reviewed and approved the Resolution as to form.

FISCAL IMPACT:

The staff costs for evaluating and processing requests for traffic regulations is paid for by the Road Fund as part of the administrative cost associated with evaluating traffic-related requests on the County maintained road system. The cost of purchasing and installing signs and painting parking zone markings varies and averages approximately $600 per parking zone designation, which is paid for by the Road Fund.

There is no impact to the General Fund.
