Adopt a resolution authorizing a third amendment to the agreement with the San Mateo Resource Conservation District (RCD) for resource conservation services, extending the term by one year to June 30, 2026, and increasing the amount by $125,000 to an amount not to exceed $725,000.

BACKGROUND:
The San Mateo Resource Conservation District (RCD) is a special district within San Mateo County that provides comprehensive and integrated resource conservation services related to wildlife, water, climate, agriculture, and wildfire. The RCD is uniquely positioned to take on a variety of resource conservation work that supports the community and environment in their service territory, which is predominantly along the Pacific Ocean coast of the county. The RCD has demonstrated success as a resource conservation organization and in its effectiveness in supporting the community and collaborating with community partners, County departments, and State and Federal agencies.
The RCD has an existing agreement for resource conservation services with the Sustainability Department (Sustainability), approved under the Sustainability Director’s signing authority on January 23, 2023, for an amount not to exceed $200,000 and a term of January 23, 2023, to June 30, 2023. On September 12, 2023, this Board amended the agreement to increase the amount by $200,000 for a new not to exceed total of $400,000 and extend the term by one year to June 30, 2024 (Resolution No. 079913). On October 22, 2024, this Board further amended the agreement to increase the amount by $200,000 for a new not to exceed amount of $600,000 and extend the term by one year to June 30, 2025 (Resolution No. 080717).
Through this contract, the RCD has been able to provide technical assistance to constituents dealing with issues that cross property lines such as erosion, flooding, stormwater management, fuel load management, water supply, and water security. They have also conducted educational outreach to engage individuals and foster community participation in resource conservation issues. They have provided training and education for the public on water conservation, agricultural irrigation and nutrient management, climate resilience and adaptation, endangered species recovery, and wildland fire.
DISCUSSION:
By funding resource conservation services with the RCD, the County continues to support their collaboration with tribal partners, land trusts, government agencies, non-profits, community groups and private parties on projects that will provide an integrated approach to achieving long-term sustainability for San Mateo County residents. Amending the current agreement, by increasing the amount by $125,000 and extending the term by one year, will allow the RCD to continue its resource conservation services, including conducting follow-up site reviews and evaluations for previously completed resource conservation and management projects, technical assistance to county residents on the coast side, education and outreach. conducting an annual audit process for projects and programs, and completing an operating cost recovery strategy assessment.
The County Attorney’s Office has reviewed and approved the resolution and agreement as to form.

COMMUNITY IMPACT:
The County is dedicated to ensuring access for all communities to resource conservation services. This agreement will facilitate providing resource conservation services to constituents and organizations throughout the County.
FISCAL IMPACT:
The amendment to the agreement will increase the agreement amount by $125,000 for a new not to exceed amount of $725,000 and will extend the term to June 30, 2026. These funds have been included in the Sustainability Department’s FY 2025-26 Recommended Level Budget. There is no new Net County Cost associated with this agreement.
