Measure K: Recommendation to:
A) Adopt a resolution authorizing the Director of the Department of Emergency Management, or his designee, to execute a contract amendment with Genasys, Inc. for use of its Zonehaven program for a 3-year period terminating on May 23, 2026 and increasing the contract amount by $273,600 for a revised not-to-exceed amount of $637,600.
B) Approve an Appropriation Transfer Request (ATR) transferring one-time monies from Measure K reserves in the amount of $273,600 from Non-Departmental Services to the Department of Emergency Management for an Evacuation Management Platform (EMP) and Community Evacuation Interface (CEI) online application subscription services for Countywide Smart Evacuation Zones; and

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of 30 years.
On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-2021. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year, for the duration of Measure K funds availability, beginning in FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 3 and 5 have submitted a request to use their district-discretionary Measure K funds as show below and described in the Project Summary section of this memorandum.
PROJECT SUMMARY:
This is a request to authorize a transfer of district-discretionary funds to the Department of Emergency Management, and subsequent contract amendment with Genasys Inc. in an additional amount not to exceed $273,600 to utilize its Zonehaven Evacuation Management Platform (EMP) and Community Evacuation Interface (CEI) online application subscription services for Countywide Smart Evacuation Zones for a 3-year period. The Department of Emergency Management will administer and manage the amended agreement.
On June 10, 2019, the County entered into an agreement with Zonehaven for fire evacuation planning services. Zonehaven was subsequently purchased by Genasys Inc. This initial planning work would be augmented by this contract amendment, which will provide for subscription to a state of the art, countywide system to assist in evacuation implementation. Specifically, the amendment will add the following services:
Provide Evacuation Management Platform (EMP) and Community Evacuation Interface (CEI) online application subscription services for the San Mateo County Standard
Wildfire Module; and
Collaborate with local fire and police chiefs, Office of Public Safety Communications, and first responders to familiarize them with the capabilities of the platform (e.g. cross-agency planning and training; up-to-date maps and plans; fire /evacuation scenarios; and related support) as mutually agreed upon; and
Implement the Community Evacuation Interface (CEI) for community engagement link with existing email and social media, create CEI “Countywide Smart Evacuation Zones” website to be hosted by Zonehaven or embedded in a single county website.
Total Measure K Request: Not to Exceed $273,600.
The release of funds will be contingent on the execution of a contract amendment with Zonehaven providing for the County’s confirmation of the expenditure of funds during FYs 2020-2023 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient one-time monies in Measure K reserves for this specific FY 2021-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2021-23 Adopted Budget.
