BACKGROUND:

The County’s Sustainability Department (Sustainability) designs, develops, and implements a variety of projects, programs, and initiatives that advance the goal of environmental sustainability throughout San Mateo County. Within Sustainability, the Waste Reduction team focuses on programming for residents, businesses, and other government agencies that aim to reduce the amount of waste generated and divert the highest amount of waste possible for recycling and composting. This programming includes activities and events for schools, composting workshops, construction and demolition debris management, waste reduction education, illegal dumping and litter prevention, and foodware waste reduction. These programs help ensure compliance with state mandates such as the California Integrated Waste Management Act, or Assembly Bill 939 (Sher, Chapter 1095, Statutes of 1989), and the Short-Lived Climate Pollutants Act, or Senate Bill 1383 (Lara, Chapter 395, Statutes of 2016).

 

DISCUSSION:

Staff are requesting the transfer of $791,080 from Non-General Fund Reserves to Services and Supplies to fund one-time expenses related to waste reduction and diversion programming. This additional funding will cover such costs as consultants, contractors, and the development of outreach materials.

 

FISCAL IMPACT:

All costs for these waste-related programs are funded by revenues from an AB 939 fee levied on all waste disposed of at landfills in unincorporated San Mateo County that is designated specifically for programs to reduce and divert waste. Approval of the Appropriation Transfer Request will appropriate funds in the amount of $791,080 from Non-General Fund Reserves to Service and Supplies into the FY 2024-25 Adopted Budget. There is no Net County Cost associated with this action.
