A)                     Authorizing the County Executive Officer, or designee, to execute an agreement between the County of San Mateo and the United States Department of Transportation Federal Highway Administration to implement the Safe Streets and Roadways for All Pescadero Creek Road Rural Safety Planning and Demonstration Project; and

 

B)                     Authorizing the County Executive Officer, or designee, to execute and submit applicable amendments, which may be necessary for the completion of the current and future projects.

BACKGROUND:

On December 13, 2022, this Board adopted Resolution No. 079393 which approved the unincorporated San Mateo County Local Roadway Safety Plan (LRSP). The LRSP creates a framework to systematically identify and analyze safety concerns and recommend enhancements on local roads. The approved LRSP included recommendations for improvements to Pescadero Creek Road, which align with the Safe Streets and Roadways for All (SS4A) program requirements and build on the recommendations outlined in the LRSP.

 

On August 1, 2023, this Board adopted Resolution No. 079873 which approved the Road Safety Audit (RSA) Report for Pescadero Creek Road, which was completed through technical assistance received from the California Division of the Federal Highway Administration. The approved audit included recommendations for improvements along Pescadero Creek Road.

 

On May 16, 2024, the Department of Public Works applied for a SS4A grant for roadway improvements on Pescadero Creek Road in the unincorporated area of San Mateo County. On September 5, 2024, the United States Department of Transportation awarded the County a $480,000 SS4A planning and demonstration activities grant for the Pescadero Creek Road Rural Safety Planning and Demonstration Project (Project). The Project will need to be completed within five years of the effective date of the Project Funding Agreement.

 

DISCUSSION:

The SS4A program provides funding to improve conditions and enhance public roadways. The SS4A funding for the Project will enable the County to conduct planning and outreach activity, preliminary engineering, implement demonstration activities using nonpermanent materials, and implement recommendations from the Board adopted LRSP and RSA. The demonstration activities will be located at the following four intersections with Pescadero Creek Road: Stage Road, North Street, Cloverdale Road, and Butano Cutoff.  

 

The Project Funding Agreement, included as Exhibit A to the Resolution, must be signed by the County Executive Officer, or designee, before it is submitted to the United States Department of Transportation Federal Highway Administration for final execution.

 

The County Attorney has approved the resolution and agreement as to form.

 

COMMUNITY IMPACT:

This Project will enhance transportation options for people of all ages and abilities, improving access for those who rely on walking, bicycling, or other forms of active transportation. The County will partner with a local community-based organization to support outreach and engagement efforts, ensuring that community members have sufficient opportunity to provide input and participate in the Project.

 

FISCAL IMPACT:

The total estimated cost for the Project is $600,000. The Project is proposed to be financed as follows:
