BACKGROUND:

On August 11, 2026, this Board approved a one-time grant of district-discretionary Measure K funds in an amount not to exceed $145,000 to Los Altos Mountain View Community Foundation (LAMVCF), acting as the fiscal sponsor for the Center for Age-Friendly Excellence (CAFE), to develop and complete a comprehensive Age-Friendly Action Plan for the City of San Bruno.

 

DISCUSSION:

LAMVCF has requested an amendment to the grant agreement to revise the payment terms. Under the proposed amendment to agreement, LAMVCF would receive $36,250, representing 25 percent of the total grant amount, as an initial grant payment upon execution of the proposed amendment, with subsequent scheduled payments of $36,250 to be made approximately quarterly thereafter on a reimbursement basis. CAFE (Grantee) shall provide the County within 30 days of initial grant payment release, a progress report, first 30 days of expenditures and proof of performance measures, timesheets, and activity logs on items funded by the initial grant payment.

 

This proposed amendment requires Board approval because the criteria for district discretionary Measure K funds approved by the Board in December 2018 provides for grant payments to be made on a reimbursement basis.

 

The proposed initial payment schedule is necessary to allow LAMVCF, the fiscal sponsor for CAFE, to meet semi-monthly payroll obligations and commence the implementation of the project. The Board may approve this one time exception to the criteria by adopting the attached resolution.

Grantee will collaborate with the City of San Bruno to develop and complete an Age-Friendly Action Plan that fulfills AARP Age-Friendly Communities Initiative requirements and supports the City’s continued recognition as an Age-Friendly Community.

The County Attorney’s Office has reviewed and approved the proposed amendment to the agreement and the accompanying resolution as to form.

 

FISCAL IMPACT:

There is no fiscal impact to the County from this amendment to the agreement. Sufficient Measure K funds are budgeted in the Non-Departmental Services FY 2026-27 Approved Recommended Budget.
