BACKGROUND:

On June 24, 2025, this Board adopted Master Salary Resolution 081316 which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of five positions;

                     addition of five positions;

                     reclassification of two positions;

                     setting of salary range of two classifications;

                     salary range adjustment of eight classifications; and

                     addition of one special compensation.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

12200 REAL PROPERTY SERVICES

 

Action:                      Delete: One position of D185, Senior Management Analyst

                                          Biweekly Salary: $4,898.40 - $6,124.00

 

Add: One position of U005S, Real Property Agent Series

                                          Biweekly Salary: $3,453.60 - $5,888.80

 

Explanation: This is the deletion of one vacant Senior Management Analyst and addition of one Real Property Agent position to better align staffing with current operational needs. This action represents an approximate monthly salary and benefits savings of $780. There is no change in the total number of authorized positions.

 

17000 HUMAN RESOURCES DEPARTMENT

 

Action:                     Reclassify: One position of E013, Human Resources Technician-Confidential

                                          Biweekly Salary: $5,513 (includes allowances)

 

                                          To: One position of D182S, Management Analyst Series

                                          Biweekly Salary: $3,839.20 - $5,553.60

 

Explanation: This is the reclassification of one filled Human Resources Technician-Confidential to Management Analyst. The Human Resources Technician position has been consistently overfilled as Management Analyst. This reclassification aligns the classification of the position to the actual duties and responsibilities. This action represents an approximate monthly salary and benefits cost of $135. There is no change in the total number of authorized positions.

 

25100 DISTRICT ATTORNEY’S OFFICE

 

Action:                     Add: A 5.74% Special Compensation for a Paralegal designated as a Lead.

 

Explanation: This action amends Section 5 of the Master Salary Resolution to add a 5.74% allowance, in addition to all other compensation, for one Paralegal who is assigned lead responsibilities by the District Attorney-Elective or their designee. Only one Paralegal at a time may be assigned. When implemented, the action would represent a monthly salary and benefits cost of $491. There is no change in the number of authorized positions.

 

30000 SHERIFF’S OFFICE

 

Action A:                     Reclassify: One position of D182S, Management Analyst Series

                     Biweekly Salary: $3,839.20 - $5,553.60

 

                     To: One position of D045, Administrative Services Manager I

                     Biweekly Salary: $5,144.80 - $6,428.80

 

Explanation: This is the reclassification of one filled Management Analyst position to Administrative Services Manager I as recommended by a recently completed classification study of the position. This action represents an approximate monthly salary and benefits cost of $2,901. There is no change in the total number of authorized positions.

 

Action B:                      Set salary range of B426, NCHIDTA/NCRIC Criminal Intelligence Manager-Unclassified at $70.91 - $88.64 per hour.

 

Explanation: This action sets the salary range of the new classification created for the purpose of overseeing and managing the administrative aspects of the homeland security, crime, gun, and intelligence programs within the department. This salary setting action has no associated salary and benefits cost. There is no change in the total number of authorized positions.   

 

Action C:                     Set: Salary of H062, Deputy Sheriff-Bailiff at $57.38 - 60.70 per hour.

 

Explanation: This action sets the salary range of the Deputy Sheriff Bailiff as per Memorandum of Understanding with its respective union. This salary setting action has no additional monthly salary and benefits cost other than what was projected as cost for annual salary increases upon approval of current contract. There is no change in the total number of authorized positions.

Action                      Delete: One position of E483S, Health Benefits Analyst Series

                                          Biweekly Salary: $2,851.20 - $3,609.60

 

Add: One position of E486, Health Benefits Supervisor

                                          Biweekly Salary: $3,910.40 - $4,888.80

 

Explanation: This is the deletion of one vacant Health Benefits Analyst II and addition of one Health Benefits Supervisor position. With the department assuming the sole responsibility for eligibility and enrollment administration of SMMC's Financial Assistance Programs, the latter classification is better aligned to effectively oversee the training and management of these diverse programs and system operations. This action represents an approximate monthly salary and benefits cost of $4,241. There is no change in the total number of authorized positions.

 

55500 PUBLIC HEALTH, POLICY AND PLANNING

 

Action A:                     Delete: One position of F009S, Patient Care Series (Clinical Nurse)

                     Biweekly Salary: $6,318.40 - $7,467.20

 

Add: One position of F040, Public Health Nurse

                     Biweekly Salary: $5,879.20 - $6,948.00

 

Explanation: This is the deletion of one vacant Clinical Nurse and addition of one Public Health Nurse to establish a uniform classification across the entire team and to align with operational changes for assisting with investigations of the diseases Communicable Disease Control is responsible for. This action represents an approximate monthly salary and benefits savings of $1,721. There is no change in the total number of authorized positions.

 

Action B:                     Delete: One position of D182S, Management Analyst Series

                     Biweekly Salary: $3,839.20 - $5,553.60

 

Add: One position of V402, Electronic Health Record Analyst III

                     Biweekly Salary: $5,352.00 - $6,688.00

 

Explanation: This is the deletion of one vacant Management Analyst and addition of one Electronic Health Record Analyst III to support the ongoing programmatic needs associated with the new Electronic Health Record System, EPIC. This action represents an approximate monthly salary and benefits cost of $3,761. There is no change in the total number of authorized positions.

 

57000 AGING AND DISABILITY SERVICES

 

Action:                      Delete: One position of G243S, Program Coordinator Series

                                          Biweekly Salary: $3,288.00 - $4,823.20

 

Add: One position of D182S, Management Analyst Series

                                          Biweekly Salary: $3,839.20 - $5,553.60

 

Explanation: This is the deletion of one vacant Program Coordinator II position and addition of one Management Analyst position who will fill a critical role in project management, data metric tracking, development of standard work practices and refinement of staff work tools for Protective Services. This action represents an approximate monthly salary and benefits cost of $2,421. There is no change in the total number of authorized positions.

 

66000 SAN MATEO MEDICAL CENTER

 

Action:                     Note salary adjustments for the following classifications:

 

                     F074-R, Clinical Laboratory Scientist I-Relief: 5.7%

                     F023-R, Clinical Laboratory Scientist II-Relief: 5.7%

                     E305-R, Medical Records Coder I - Relief: 17.5%

                     E306-R, Medical Records Coder II - Relief: 7.2%

                     F059-R, Pharmacist - Relief: 4.2%

                     F130-R, Respiratory Therapist I - Relief:                      0.7%

                     F132-R, Respiratory Therapist II - Relief: 0.7%

                     F134-R, Respiratory Therapist III - Relief: 0.7%

 

Explanation: This action adjusts the pay rates for the aforementioned relief classifications, so we can maintain the practice of having relief pay rates be 5% above their corresponding regular classifications. The equivalent regular classifications for the impacted relief classifications received equity adjustments at some point in the past, however the equity adjustments were erroneously not applied to their corresponding relief classifications, hence the misalignment from the intended 5% gap. This action represents an approximate monthly salary and benefits cost of $5,906 impacting 20 positions. There is no change to the total number of authorized positions.

 

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the changes reflected in this amendment, specifically the adjustment to the salary of the Airports Manager that are in addition to the assumed annual salary increases of affected current employees, increases the Actuarial Accrued Liability (AAL) by approximately $191,000. While the Unfunded Actuarial Accrued Liability (UAAL) of SamCERA will be higher by this amount, the funded ratio, rounded to the nearest one basis point, will be unchanged.

 

COMMUNITY IMPACT:

These amendments to the Master Salary Resolution ensure that pay for County classifications are externally and internally competitive; and that positions and vacancies are classified appropriately as to maintain pay equity and pay transparency and promote the goals of diverse and inclusive hiring consistent with the Human Resources

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $17,354 or an annual cost estimate of $208,253.
