BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.
PROJECT SUMMARY:
This is a request to authorize a grant to Community Equity Collaborative (CEC), and resulting grant agreement, in an amount not to exceed $70,000, to expand the scope and reach of Rainbow Kids, an initiative launched to increase awareness and knowledge about topics related to sexual orientation and gender identity/expression (SOGIE) in early childhood among parents and caregivers of young children. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• $50,000 recommended by District 4 to offer tuition-free Early Childhood Education classes to address the shortage of high-quality child care, approved by the Board of Supervisors on October 22, 2019.
• $50,000 recommended by District 1 to offer tuition-free Early Childhood Education classes to address the shortage of high-quality child care, approved by the Board of Supervisors on December 3, 2019.
CEC’s mission is to create a fair and just future for all children by advancing equity in education through innovative collaborations and systems change.
CEC focuses on launching ground-level initiatives, programs and campaigns that address immediate, critical and local issues; developing content and resources that educate about equity-related issues and advocate for specific action and change; building bridges and connecting people to optimize the impact of their collective work; providing consultation and support to strengthen the efforts and impact of their partners; amplifying essential voices by collaborating with those typically underrepresented and with the lived experience to advance equity in authentic and meaningful ways.
Since its launch in April 2022, CEC’s Rainbow Kids program has narrowed the gap in SOGIE resources focused on early childhood in San Mateo County and increased awareness and knowledge about these topics by:
• Developing an age-appropriate SOGIE training for parents and caregivers of young children and early educators and child-supporting professionals;
• Creating awareness-building materials highlighting the importance of SOGIE training for adults in the lives of young children and distributing them throughout the early childhood education (ECE) network;
• Developing resource materials offering concise and age-appropriate information and guidance as well as curating a library of online resources for additional learning opportunities; and
• Utilizing CEC’s partners in the San Mateo County’s early childhood education network to market the trainings, resources, and awareness-building materials.
Nearly 200 individuals have attended the five online trainings offered thus far (an additional 140+ individuals received resources and information) and hundreds of others have been reached via social media posts and other communications. In the post-training evaluation, participants expressed a deepened understanding of how LGBTQ+ issues relate to early childhood, felt the trainings were relevant and engaging, and would recommend it to others. CEC has received requests for more information and resources related to SOGIE in early childhood from district and school staff, city and county officials, ECE organizations, and parents and community members, including requests for site-specific trainings, train-the-trainer programs, speaker engagements, and consultation on SOGIE issues in early childhood.
CEC seeks Measure K funding to expand the scope and scale of Rainbow Kids over the next year. Specifically, this program expansion includes:
• English-language Training: Deliver 3 to 4 Rainbow Kids webinar trainings in 2023
• Spanish-language Training: Adapt the existing English-language training to be culturally relevant for Latinx families, caregivers, and educators and deliver in Spanish
• Reference and Training Materials: Create facilitation guides and materials to enable more partners to deliver Rainbow Kids content
• Expanded Resources: Create additional and accessible Rainbow Kids resources with consideration for different media and delivery platforms (e.g., video shorts, FAQs on more topics, online resources)
• Model to Scale: Design a training or content delivery model to scale up Rainbow Kids, including a process for evaluation and feedback
Total Measure K Request: Not to Exceed $70,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
