A) Adopt a resolution authorizing an agreement with the City and County of San Francisco for the distribution of FY 2023 Urban Area Security Initiative (UASI) grant funds to the County of San Mateo, for a term commencing November 1, 2023, through December 31, 2024, in an amount not to exceed $901,990; and
B) Approving an Appropriation Transfer Request (ATR) in the amount of $901,990 to establish a budget appropriation and record revenue for the FY 2023 Urban Area Security Initiative grant.

BACKGROUND:
The Urban Area Security Initiative (UASI) grant program is part of the United States Department of Homeland Security’s (US DHS) Homeland Security Grant Program (HSGP). The UASI grant provides funding to enhance regional preparedness and capabilities in designated high-threat, high density areas. In 2011, San Mateo County became a member of the Bay Area Urban Area Security Initiative (BA UASI), in which the City and County of San Francisco serves as the regional Administrator.
The San Mateo County Sheriff’s Office submitted a grant application to the BA UASI for a portion of the FY 2023 UASI grant funds that was sub-awarded to the BA UASI by the California Office of Emergency Services (Cal OES). The funds requested under the application will fund projects that address the unique risk-driven and capabilities-based planning, organization, equipment, training, and exercise needs of the region and to enhance the capabilities of local first responders, prevent terrorist attacks, and prepare for threats and hazards that pose a risk to the security of San Mateo County.
DISCUSSION:
The Sheriff’s Office is requesting this Board to accept the agreement with the City and County of San Francisco for the distribution of FY 2023 UASI grant funds to improve regional capacity to prevent, protect against, respond to, and recover from terrorist incidents and catastrophic events for a term commencing November 1, 2023, through December 31, 2024, in an amount not to exceed $901,990.
The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
In addition, the Sheriff’s Office is requesting this Board to approve an Appropriation Transfer Request (ATR) in the amount of $901,990 to establish expenditures and corresponding revenue from the FY 2023 UASI grant.
The County Attorney has reviewed and approved the resolution and the FY 2023 UASI grant agreement as to form.
FISCAL IMPACT:
The agreement is for a term commencing November 1, 2023, through December 31, 2024, in an amount not to exceed $901,990. There is no Net County Cost.
