BACKGROUND:

The North County Wellness Center (Wellness Center) will be located at 1024 Mission Road in South San Francisco and will house the Medical Clinic, Human Services Agency, District Attorney, Tax Collector, and Aging and Disability Services.

 

The Wellness Center will be a three-story building with approximately 77,000 square feet of space and is currently in construction. The building is scheduled to be occupied in the Fall/Winter of 2026, and will include three medical clinics at the ground level and office space on the second and third floors.

 

The Wellness Center is a multi-use healthcare and community facility that will support medical consultations, therapy services, fitness programs, behavioral health services, and administrative operations. Due to modern building construction methods, interior cellular coverage within the facility is expected to be unreliable or unavailable without signal enhancement.

 

DISCUSSION:

On February 24, 2026, the Department of Public Works (Department) issued a Request for Proposals on the County’s e-Procurement system and through the Department’s website.

 

On March 9, 2026, sealed bids were submitted through the County’s e-Procurement system. Seven were received and based on the evaluation, it has been determined that the bid of Redwood Electric Group submitted the best value responsible bid for the work. A summary of the bids received is attached as Exhibit A.

 

COMMUNITY IMPACT:

Installation of a Cellular Distributed Antenna System is required to support facility operations enhancing indoor and outdoor mobile coverage and ensuring reliable connectivity for emergency services and public safety.

 

FISCAL IMPACT:

Funding for the Wellness Center is included in Fiscal Years 2025-26 and 26-27 approved budgets and funding for this agreement is included in the budget.

 

There is no additional impact to the General Fund.
