BACKGROUND:

Jefferson Union High School District (JUHSD) operates the Daly City Youth Health Center (DCYHC), which provides youth with outpatient mental health services in Pacifica, Daly City, Colma, Brisbane and parts of South San Francisco.  JUHSD also provides Alcohol and Other Drug (AOD) prevention services to reduce access to and availability of alcohol and other drugs to youth.

 

DISCUSSION:

Through this agreement, DCYHC will provide AOD prevention and brief intervention services. In an effort to decrease stressors that lead to AOD use, DCYHC staff will also review the JUHSD suspension policies and provide feedback and recommendations for strategies to keep students in school. In addition, DCYHC will be the lead and fiscal agency for the community-based partnership in the Northwest portion of San Mateo County by providing AOD-related prevention services while continuing to reduce access to and availability of AOD to youth.

 

Under Administrative Memo B-1, agreements with other public entities, including governments, universities, schools, or other organizations acting as governmental agencies, are exempt from the County’s competitive Request for Proposals process.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

An agreement with JUHSD for mental health services in FY 2024-25, including new CalAIM requirements, will be prepared and brought to this Board for approval separately.

 

BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The services provided through this contract will promote the wellness of community members with a focus on the well-being of young people. Activities will seek to provide youth with information about alcohol and other drugs so that they can make informed decisions and provide education and leadership among their peers and the community. It is anticipated that 84% of participants will show an improvement in knowledge, attitudes, and behavior related to AOD.

EQUITY IMPACT:

This agreement aims to promote equity by focusing on several key areas: providing primary prevention education about alcohol and other drugs, supporting youth who face early challenges with substance use to prevent progression into substance use disorders, and collaborating with the school district to ensure disciplinary policies do not disproportionately affect marginalized students. This program will support students in a highly racially diverse district where 61% identify as Asian, 19% as Hispanic, 20% as Pacific Islander, and 14% as Black. This support is important, as race and social determinants of health disproportionately impact youth. Additionally, the youth in the school district are signaling increased distress as noted in the increased number of interventions for suicidal and self-injurious assessments, rising from 64 assessments (January 2022 to June 2022) to 92 assessments (August 2022 to January 2023).

 

FISCAL IMPACT:

The term of the agreement is July 1, 2024, through June 30, 2026. The agreement is not to exceed $702,704 for a two-year term, of which $350,702 is included in the BHRS 2024-25 Recommended Budget. Of that amount, the Substance Abuse Prevention Treatment Block Grant will fund $250,702, and the Mental Health Services Act will fund $100,000. Similar arrangements will be made for future years. There is no Net County Cost.
