RECOMMENDATION:

Adopt a resolution authorizing:
A) An agreement with Otis Elevator Company for elevator maintenance services at various County facilities for the term of January 1, 2025, through December 31, 2029, in an amount not to exceed $2,509,204; and
B) The Director of Public Works or the Director’s designee to:
1. Execute subsequent change orders in a maximum aggregate amount not to exceed $1,000,000; and
2. Approve payment up to the not to exceed amount of $3,509,204.

BACKGROUND:
The Department of Public Works (Department) is responsible for managing the elevator maintenance and repair services for the elevator and escalator systems throughout the County’s building portfolio. There are currently 58 elevators and two escalators at various County facilities.
DISCUSSION:
On October 7, 2024, proposals were solicited from firms with expertise in elevator and escalator systems through the County’s e-Procurement system and electronic mail. The Department received proposals from four firms. Department staff reviewed the submittals for completeness and qualifications. Based on the results of the review, one proposer was disqualified for not attending the required pre-proposal meeting. The Department recommends the firm of Otis Elevator Company as the most qualified firm to provide elevator and escalator maintenance services. The Request for Proposals Matrix describing the process and selected firm is attached as Exhibit “A”.
Elevator service contracts are used for regular elevator and escalator operation and maintenance. The same vendor is used for unanticipated repairs to ensure warranty of repair work performed. Based on past experience, the ages of the County’s elevators and escalators, the term of the proposed agreement, and prior annual repair costs, the Department recommends additional agreement capacity in the amount of $1,00,000. The Department requests this Board authorize the Department Director, or designee, to execute change orders, which modify the County’s maximum fiscal obligation by no more than $1,000,000 (in aggregate), and/or modify the contract term and/or services provided the modified term or services is/are within the current or revised fiscal provisions. Any contract amendments above the Department Director’s authority would be brought to this Board for approval.
County Attorney has reviewed and approved the resolution and agreement as to form.
FISCAL IMPACT:
The term of this agreement is January 1, 2025 through December 31, 2029 for an amount not to exceed $2,509,204. Funding for this agreement is included in the Department of Public Works’ FY 2024-25 Adopted Budget. Funding will be requested in the FY 2025-27 and FY 2027-29 Recommended Budgets.
