BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. Districts 1 and 4 have submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. Districts 1 and 4 indicate that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. Districts 1 and 4 indicate that the sponsoring Board members, members’ family, and members’ supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to Sonrisas Dental Health (Sonrisas), and resulting grant agreement, in an amount not to exceed $190,000, for oral health programming for children, families, and seniors facing access barriers. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On December 6, 2022, the Board of Supervisors approved district-discretionary MEASURE K funding to the Health Care for the Homeless Program to support an agreement with Sonrisas Dental Health.
Sonrisas’ vision is to provide a dental home for all, and particularly for those facing financial, developmental, or physical barriers to access. With few providers accepting public dental insurance, Sonrisas’ work provides clinical dentistry and school and community-based screening and oral health education to 8,500 San Mateo County residents, more than 7,200 of whom are low-income.
Sonrisas’ school and community-based dental screening and oral health education services have grown significantly in response to community demand. In the 2019 fiscal year, Sonrisas’ outreach team screened just over 850 children and adults. At the close of the 2024 fiscal year, that number is slated to reach 3,500. Additional funding is required to sustain the growth of this early detection, care coordination, and treatment initiative.
This district-discretionary grant will be used to fund the following project or services:
It will meet the unmet need for dental services by supporting increased dental screening for children throughout the County, increased access to affordable dental care for older adults throughout the County, and increased access to dental services for those living on the coast.
A dedicated van will be purchased to provide portable dentistry services, including the transportation of supplies, dental equipment, and a dental chair. The purchase, fitting, and branding of a van for this purpose will be an important capital investment and contribute to Sonrisas’ sustainability for years to come.
Sonrisas operates a clinic in Half Moon Bay and hosts a weekly pop-up clinic for farmworkers in La Honda in partnership with Puente de la Costa Sur. A portion of the grant will support continuation of those services.
Districts 1 and 4 have has informed the grantee that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.
The project or services funded by this district-discretionary grant will be implemented or provided at the time of the grant approval through June 30, 2025.
Total Measure K Request: Not to Exceed $190,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Adopted Budget.
