Adopt a resolution authorizing an amendment to the agreement with Jefferson Union High School District for mental health services, outpatient mental health services, the High School Behavioral Health Career Pathways Project, and alcohol and other drug prevention services increasing the amount of the agreement by $142,197 to $397,389, with no change to the term of the agreement.

BACKGROUND:
On June 21, 2016, your Board approved an agreement with Jefferson Union High School District for mental health services, in the amount of $250,192, for the term July 1, 2016 through June 30, 2018.
On March 27, 2017, the Chief of the Health System approved an amendment to the agreement adding a document translation vetting process, increasing the amount by $5,000 to $255,192, with no change to the agreement term.
On June 22, 2017, BHRS issued a Request for Proposals for community-based partnerships to provide AOD substance use prevention services. Community-based partnerships sustain effective AOD prevention efforts in the County’s six geographic community service areas (CSAs) as identified by BHRS: 1) Northwest CSA: Daly City, Pacifica, and Colma; 2) Northeast CSA: Brisbane, South San Francisco, San Bruno and Millbrae; 3) Coastside CSA: Half Moon Bay, La Honda, and Pescadero; 4) Central CSA: Burlingame, Hillsborough, San Mateo, Foster City and Belmont; 5) South CSA: San Carlos, Redwood City, Woodside, Atherton, West Menlo Park, and Portola Valley; and 6) East Palo Alto CSA: East Menlo Park and East Palo Alto. These partnerships are cooperative agreements with community stakeholders who are committed to providing a variety of AOD prevention strategies in their community. Jefferson Union High School District (JUHSD) submitted a proposal and was chosen to provide these services in the Northwest CSA.
DISCUSSION:
JUHSD provides youth with outpatient mental health services in Pacifica, Daly City, Colma, Brisbane and parts of South San Francisco and mental health services to all Medi-Cal eligible individuals through outpatient service centers and a network of community agencies and independent providers.
Through this amendment, JUHSD will be the lead and fiscal agency for the community-based partnership by: 1) providing AOD related prevention services in the Northwest CSA; 2) collaborating through the partnership to increase community capacity to implement AOD prevention strategies; and 3) continuing to reduce access to and availability of alcohol and other drugs to youth.
The amendment and resolution have been reviewed and approved by County Counsel as to form.
This agreement is coming to your Board late due to prolonged contract negotiations.
Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services such as Community Capacity Building through AOD prevention activities. It is anticipated that training evaluations will show a 25% increase in training attendees’ knowledge of AOD health impacts.

FISCAL IMPACT:
The term of the agreement is July 1, 2016 through June 30, 2018. The amount of the amended agreement is not to exceed $397,389; the amendment increases the contract amount by $142,197, which is included in the BHRS FY 2017-18 Adopted Budget. Of the increase, the Substance Abuse Prevention Treatment Block Grant will fund $139,600 and Net County Cost will fund $2,597.
