B)                     Approve an Appropriation Transfer Request (ATR) in the amount of $1,000,000 appropriating Measure K funds from Non-Departmental Services Reserves to Non-Departmental Services Miscellaneous Other Contributions in support of the Midway Early Learning Center.

BACKGROUND:

The Midway Village affordable housing project was developed by the Housing Authority of the County of San Mateo in the mid-1970s. The development included a childcare center originally operated by the Bayshore Child Development Center. Peninsula Family Services (“PFS”) took over operation of the Midway Early Learning Center (“Midway ELC”) in 2012. 

 

The Midway Village Redevelopment Project (“Project”) began in 2017 and has spanned several years. In 2017, the Housing Authority of the County of San Mateo released a Request for Proposals seeking experienced and qualified developers interested in redeveloping, owning, operating and managing multiple phases of affordable housing at the Midway Village site and MidPen was chosen as the developer.

 

Construction of Phase 1 of the Project was completed in December 2023, providing 147 units of affordable, income-restricted housing, and is now fully occupied. Phase 2 of the Project is now underway and will provide new construction of 111 units of new affordable income-restricted housing, 2 managers’ units and a state-subsidized child development center that will replace the Midway ELC.

 

MidPen Housing Corporation is seeking a one-time grant of $1,000,000 to support the construction, furnishing and equipment purchases for the Midway Early Learning Center.

 

DISCUSSION:

The Midway ELC serves 109 infants, toddlers, and preschoolers and is currently a Big Lift site. One hundred percent of the children served at the Midway ELC are low-income. The high-quality early learning provided by the Midway ELC prepares the students to succeed when they enter elementary school.

 

Grant funds will be utilized to support the construction of the Midway ELC including nine classrooms with attached restrooms and teacher support areas, three community restrooms, two offices, two project rooms, a lobby, kitchen training room, staff lounge, a food preparation room and storage room, laundry room, nursing room, janitorial closet and a dedicated outdoor play yard designed to support a STEM-oriented curriculum. The new facility will allow PFS to serve children in a safe and clean space that meets building codes and offers ample space for both children’s activities and staff work.

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

 

EQUITY IMPACT:

The Midway ELC will provide accessible, affordable, and high-quality early education for children from low-income families, helping to address disparities in early childhood opportunities.

 

FISCAL IMPACT:

The grant agreement will be funded from Measure K Reserves and there are sufficient Reserves for this request. There is no Net County Cost associated with this action.
