Adopt a resolution:
A) Authorizing an agreement with the California Board of State and Community Corrections (BSCC) for distribution of the Organized Retail Theft Grant Program funds to the County of San Mateo Sheriff’s Office for the term of October 1, 2023 through December 31, 2026, in an amount not to exceed $15,643,538; and
B) Approving an Appropriation Transfer Request (ATR) in the amount of $15,643,538 to establish a budget appropriation and record revenue for the Organized Retail Theft Grant Program.

BACKGROUND:
The Organized Retail Theft Grant Program was established in Senate Bill 154 (SB 154)
(Chapter 43, Statutes of 2022). In April 2023, BSCC released the Organized Retail Theft Grant Program, requesting applications to fund local law enforcement agencies in preventing and responding to organized retail theft, motor vehicle or motor vehicle accessory theft, or cargo theft.
The San Mateo County Sheriff’s Office applied as the lead agency in collaboration with the Northern California Regional Intelligence Center (NCRIC), the San Mateo County Vehicle Theft Task Force, the San Mateo County Cargo Theft Task Force, and police departments from the following cities/towns in the county: Atherton, Belmont, Broadmoor, Burlingame, Colma, East Palo Alto, Foster City, Menlo Park, Pacifica, Redwood City, and South San Francisco.
The total requested amount was $15,643,538. The BSCC received 114 applications, of which 38 were selected for funding. Our joint application ranked 1st in the large budget category and was approved for full funding on September 14, 2023.
DISCUSSION:
The agreement with the Board of State and Community Corrections is to disburse the Organized Retail Theft Grant Program funds to the San Mateo County Sheriff’s Office, which will be used towards the following key initiatives: 1) Organized Retail Crime - Incident and Threat Reporting Exchange (ORC ITRex); 2) Regional Automated License Plate Reader Data Sharing Platform (Regional ALPR); 3) Countywide Investigations, Data Sharing and Reporting Platform; 4) Forensic Laboratory Information Management System (LIMS); 5) Digital Forensics and Investigative Solutions; and 6) Technology Sustainment Team.
The County Attorney has reviewed and approved the resolution as to form.
FISCAL IMPACT:
The agreement with the California Board of State and Community Corrections is for an amount not to exceed $15,643,537 and for the term of October 1, 2023 through December 31, 2026. There will be no Net County Cost associated with this agreement.
