BACKGROUND:

This Board has adopted resolutions designating parking restrictions. Section 22507 et al. of the California Vehicle Code and Sections 7.24.010 and 7.28 of the San Mateo County Code of Ordinances provide that local authorities may set time limited parking zones and prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance. Violations of such parking restrictions are subject to citation by the Sheriff’s Office.

 

DISCUSSION:

Middlefield Road is the “main street” of North Fair Oaks, a principal shopping and service destination, the primary north-south route through the community, and a crucial component of community identity.  Historically, however, portions of Middlefield Road included narrow sidewalks, few street amenities, and no dedicated bike lanes. Beginning in the summer of 2021, the County has been engaged in an extensive construction project to improve Middlefield Road (Project), including the installation of new traffic signals and streetlights, utility undergrounding, sanitary sewer replacement work, pedestrian and bicycle improvements, wider sidewalks, street trees, street amenities, and installation of public WiFi. Once completed, the Project will provide an improved corridor for various modes of transportation and community and pedestrian access to Middlefield Road and local businesses along this corridor.

 

Construction of this Project includes work adjacent to businesses, including road closures and changes in traffic patterns, lane configuration changes, and parking impacts along Middlefield Road.  During construction of the Project, it may be beneficial to temporarily designate limited term parking in specific locations to help ensure customer parking is available at convenient places near customer-serving locations along the Project corridor.

 

The Department of Public Works has been asked to consider temporary “Time Limited Parking” Zones along Middlefield Road between Pacific Avenue and Fifth Avenue and along side streets for approximately 100 feet on either side of Middlefield Road to alleviate this loss of parking for local business until construction is complete and parking restored per the Project plans. 

 

The temporary “Time Limited Parking” Zone will be limited to durations as specified in the Ordinance Code (20 minute, 30 minute, and 1, 2 and 4 hour time limited parking) generally between the hours of 8 AM to 5 PM Monday thru Friday in the designated areas as shown on Attachment A and as directed by the Director of Public Works. Specific designations will be determined on an as-needed basis and will include consideration of construction schedule and traffic impacts, site-specific street conditions, community and business input, and input from partner agencies, including the Sheriff’s Office. These restrictions are only valid on the dates and times posted on the barriers 24 hours in advance of enforcement. As the Project completes the road improvements, or parking adjacent to business is restored, these restrictions will be removed. Project staff will coordinate with the Sheriff’s Community Service Officers of the dates and locations of these restrictions.

 

The Department recommends adoption of a resolution to implement a “Time Limited Parking” Zone to improve customer access to the businesses along Middlefield Road and associated side streets on an as needed basis during construction of the Middlefield Road Improvement Project from Pacific Avenue to Fifth Avenue for a distance of 100 feet on each side of Middlefield Road. The 100-foot-distance would encompass up to approximately three standard parking spaces, including physical restrictions such as driveways. The location of the restrictions will be posted on temporary barriers if this Board approves the proposed resolution.

 

County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

Costs associated with implementing temporary limited term parking will be included in the Traffic Control Plan for the Middlefield Road Improvement Project and included in the cost of the Project. There is impact to the General Fund.
