BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
This Board held study sessions on Measure K expenditures and approved funds for the FY 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by this Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This Board previously approved a Measure K grant in the amount of $40,000 to KIPP Excelencia Community Prep (KIPP ECP), a public charter elementary and middle school located in Redwood City, on June 10, 2025 for the purchase and installation of portable air conditioning units for 12 classrooms located in North Fair Oaks. Those grant funds remain unspent and the original grant term has ended. KIPP ECP requests a reinstatement and amendment to the grant’s scope of services, as noted below, along with a change to the grant term period.
This is a request to authorize a reinstatement and amendment to the previously awarded grant to KIPP ECP, with no change to the not-to-exceed amount of $40,000, to support upgrading the middle school boys’ and girls’ restrooms at its North Fair Oaks campus. The proposed improvements will address aging infrastructure and ensure that facilities are safe, functional, and conducive to a healthy school environment for students and staff. KIPP ECP is a TK - 8 public charter school located in North Fair Oaks, serving over 700 students, many of whom live in the surrounding community. The campus is over 45 years old. The school’s restroom facilities have experienced significant wear over time. These upgrades are necessary to improve hygiene, safety, and overall student well-being, while also supporting a positive and respectful learning environment. The County Executive’s Office will administer and manage the reinstated and amended agreement.
KIPP ECP’s mission is to inspire and empower students, help them grow as critical thinkers and lifelong learners. Their academic program prioritizes literacy as the foundation for learning and emphasizes science, technology, engineering, and mathematics (STEM) education to prepare students for future careers. However, the school’s ability to deliver high-quality instruction is significantly hampered by aging infrastructure and inadequate climate control in several classrooms.
This one-time Measure K investment will enable the school to complete critical facility improvements that would otherwise be difficult to fund, directly benefiting students by providing clean, safe, and well-maintained restroom facilities.
District 4 indicates that this organization was previously approved for Measure K district-discretionary funding in the amount of $40,000, which remains unspent, and that grantee is requesting to reinstate and amend the scope of work and change the grant term, with no change to the prior not-to-exceed grant amount.
District 4 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the grant as follows to improve middle school restrooms:
• Patching and repainting walls
• Installation of fiberglass-reinforced paneling for durability and ease of maintenance
• Replacement of fixtures, such as faucets, mirrors and toilets
• Deep cleaning of floors and ceilings
• Installation of epoxy coating over existing flooring to improve sanitation, longevity and ease of upkeep
The project or services funded by this district-discretionary grant will be implemented or provided from June 1, 2026 through December 31, 2027.
Total Measure K Request: Not to Exceed $40,000
The release of funds will be contingent on the execution of a reinstatement and amendment to the grant agreement detailing the approved scope of work and providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
This investment directly supports educational equity and the well-being of students at KIPP Excelencia Community Prep, many of whom come from underserved communities. These improvements enhance health and hygiene, create a safer and more dignified school environment, and contribute to a more positive and supportive learning experience in North Fair Oaks.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
