Adopt a resolution authorizing an amendment to the agreement with Hambleton Compliance LLC to provide compliance consulting services, increasing the amount by $50,000 to an amount not to exceed $250,000, with no change to the agreement term.

BACKGROUND:
In October 2021, the Chief Executive Officer of the San Mateo Medical Center (SMMC) approved an agreement with Hambleton Compliance LLC (Hambleton) to serve as Interim Chief Compliance Officer to provide coverage during the absence of SMMC’s Chief Compliance Officer. Hambleton was chosen for their expertise in this area and familiarity with SMMC having previously served in this capacity under similar circumstances in 2019.
DISCUSSION:
SMMC underestimated the amount of time needed for this engagement, and as a result, there is not enough money to fund the agreement through the remainder of the term. SMMC is requesting this Board to waive the Request for Proposals process to allow Hambleton to continue to provide these services and increase the funding through the end of the term.
County Attorney has reviewed and approved the resolution and amendment as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

FISCAL IMPACT:
The term of the amended agreement is October 4, 2022 through August 31, 2022. The amount of the amended agreement is not to exceed $250,000. The amendment increases the amount payable under the agreement by $50,000. Funds in the amount of $25,000 are included in the SMMC FY 2022-23 Recommended Budget.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
