BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2026-27 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 5 has submitted a request to use a portion of its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 5 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 5 indicates that the sponsoring Board Member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to the Los Altos Mountain View Community Foundation (LAMVCF), acting as the fiscal sponsor for the Center for Age-Friendly Excellence (CAFE), and resulting grant agreement, in an amount not to exceed $145,000, to develop and complete a comprehensive Age-Friendly Action Plan (“Action Plan”) for the City of San Bruno (the “City”) that aligns with the requirements for participation in the American Association of Retired Persons (AARP) national Age-Friendly Communities Initiative. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
● On December 14, 2021, the Board of Supervisors approved district-discretionary Measure K funding, sponsored by District 5, not to exceed $500,000, to LAMVCF, formerly known as Los Altos Community Foundation, for the benefit of the Center for Age-Friendly Excellence to continue promoting public policies and projects in support of healthy and active living by working with cities to become Age-Friendly Certified. The agreement was subsequently amended to change the formal name of the grantee, extend the term through December 31, 2025, increase the amount by $500,000 to a new not to exceed amount of $1,000,000, and redefine the project and payment terms.
LAMVCF’s mission is to inspire, lead and empower residents to collaborate for a stronger community. Their continued work in assisting cities in San Mateo County to become Age-Friendly communities helps ensure that older adults of all races and ethnicities in San Mateo County can live healthy and active lives as they age.
In January 2021, Governor Gavin Newsom introduced the California Master Plan for Aging, a statewide framework designed to prepare California for this historic demographic transformation and advance an age-friendly California for all. The plan identifies five overarching goals: housing for all stages and ages; health reimagined; inclusion and equity, not isolation, including participation in the AARP Age-Friendly Communities Initiative; caregiving that works; and affording aging.
Since 2018, in alignment with the goals of the San Mateo County Age-Friendly Initiative, CAFE has successfully supported fourteen (14) communities through the AARP Age-Friendly certification process and/or development of community Action Plans. These communities include Belmont, Burlingame, Brisbane, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Millbrae, Pacifica, Redwood City, San Carlos, San Mateo, and South San Francisco.
Seven (7) communities in San Mateo County currently require completion of Age-Friendly Action Plans or remaining planning efforts: Atherton, Hillsborough, Menlo Park, Portola Valley, San Bruno, Woodside, and Foster City. Completing plans for the three (3) remaining communities-Foster City, Menlo Park, and San Bruno-would make San Mateo County only the second county, following neighboring Santa Clara County, to achieve full AARP Age-Friendly designation across all cities.
This district-discretionary grant will be used to fund the following project or services:
Through this Measure K grant, CAFE will provide the City technical assistance and support the development of its comprehensive Age-Friendly Action Plan. CAFE’s services will include qualitative and quantitative data analysis, community outreach and engagement, stakeholder collaboration and consensus building, prioritization planning, best practices research, and writing and content development. The project will also include facilitation of at least one (1) community town hall meeting to ensure residents and stakeholders have an opportunity to celebrate aging and learn about programs and engagement opportunities for older adults in and around San Bruno.
The City of San Bruno is not contributing any funds to this project. They are partnering by committing as-needed meeting time with CAFE staff to discuss project goals and strategy. If capacity exists, they are also welcome to attend community listening sessions/focus groups and town hall meetings.
District 5 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented or provided during August 11, 2026, through June 30, 2027.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
In San Mateo County, nearly one in four residents is projected to be aged 60 or older within the next decade, reflecting a rapidly aging population consistent with broader statewide and national demographic trends. This demographic shift underscores the importance of developing communities and systems that are more age friendly.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2026-27 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2026-27 Approved Recommended Budget.
