BACKGROUND:
On September 20, 2022, the Technology Services Department (TSD) released a Request for Proposals for the implementation of cybersecurity platforms and managed security services. On September 12, 2023, the Board of Supervisors authorized the execution of an agreement with Deloitte and Touche LLP for the term of September 12, 2023, through September 11, 2028, in an amount not to exceed $10,285,158.
On April 18, 2024, TSD executed Amendment No. 1 to define the as-needed services and reimbursable expenses, increasing the amount by $25,000 for a total not to exceed amount of $10,310,158. On January 27, 2026, TSD executed Amendment No. 2 to further define the as-needed services with no change made to the term or the amount.
DISCUSSION:
Since the execution of the agreement, the County, in partnership with Deloitte & Touche Inc., has successfully managed and resolved more than 5,600 security alerts and events. The agreement has further enhanced County’s operational response awareness and incident response effectiveness through training and exercises designed to improve the County’s technical response to cyber incidents.
TSD hereby requests your Board to authorize the execution of Amendment No. 3, extending the agreement term through December 31, 2028, and increasing the amount by $3,900,000, for a new not to exceed amount of $14,210,158. This will allow the County to effectively identify, triage, and resolve security alerts, enhance cyber event responsiveness Countywide, and continue to improve cyber security stance with platform enrichments as needed.
County Attorney has reviewed and approved the Resolution and amendment as to form.

COMMUNITY IMPACT:
Ensuring that the County enterprise computing ecosystem remains viable and free from debilitating influences enables all public services to operate unhindered from cyber impediments.
FISCAL IMPACT:
The new term of this agreement is September 12, 2023, through December 31, 2028. The new not to exceed amount of this agreement is $14,210,158. Funding for this agreement is included in TSD’s FY 2026-27 Adopted Budget and will be included in future budgets to be collected through service charges to County Departments.
