B)                     The Chief of San Mateo County Health or the Chief’s designee to execute Older Americans Act community provider agreements for a total amount not to exceed $4,944,374 during or for the term of July 1, 2023, through June 30, 2024.

BACKGROUND:

Every four years, the Board of Supervisors, acting as the Governing Board for the Area Agency on Aging for the County of San Mateo, reviews and approves an Area Plan for the County’s submission to the California Department of Aging (CDA). The Area Plan provides a profile of the County’s senior population, identifies goals for addressing the needs of older adults and adults with disabilities, and recommends that services be funded with San Mateo County’s Older Americans Act of 1965 (OAA) funds.

 

In July 2020, this Board approved a resolution adopting the 2020-2024 Area Plan.

 

In April 2023, this Board approved a resolution approving the submission of the Area Plan Update for FY 2023-24.

 

In February 2022, Aging and Adult Services (AAS) issued a Request for Proposals (RFP) for the provision of OAA services to older adults and adults with disabilities for the term of July 1, 2022, through June 30, 2026. Twenty-one community providers were selected by the RFP Evaluation Committee to provide programs and services under OAA Title III and Title VII, Ombudsman, Health Insurance Counseling and Advocacy Program, Financial Alignment, and Medicare Improvements for Patients and Providers Act.

 

DISCUSSION:

AAS contracts with various community-based agencies to implement programs that achieve the Area Plan’s goals and objectives with OAA funding. These programs include adult day care, adult day health care, congregate nutrition, elder abuse prevention, elder abuse education and training, family caregiver support, health promotion, home-delivered meals, legal assistance, nutrition counseling, nutrition education, ombudsman program, information and assistance, and transportation services. The services provided through these programs have served an average of 40,000 clients annually, helping at-risk individuals remain in the most independent setting possible. This funding agreement with CDA allows the County to accept OAA funds to support these programs.

 

Since the release of the Governor’s Master Plan for Aging (MPA) in 2021, CDA has been identifying and securing additional funds to support services for the growing older adult population throughout the state. As funds become available, amendments will be made to existing contracts to support the work of the MPA in addressing the needs of those seeking to age in place.

 

The terms of the agreements with OAA community providers are consistent with prior agreements and comply with CDA requirements. The agreements target those with economic and social needs, with a particular focus on low-income and minority individuals, older individuals with limited English proficiency, and older individuals residing in rural areas.

 

AAS requests that this Board authorize the Chief of San Mateo County Health or the Chief’s designee to prepare and execute the OAA community provider agreements for the term of July 1, 2023, through June 30, 2024, as well as any future amendments that modify the County’s maximum fiscal obligation and/or modify the contract term and/or services, so long as the modified term or services is/are within the current or revised fiscal provisions, including future one-time-only funds or additional funds received and allocated for the contract period. The amounts will be determined based on the funding agreement(s) released by CDA as well as County general funds allocated based on the County budget process. Initial CDA allocations are expected to be posted in August 2023. The Estimated Funding Matrix below lists the OAA community providers and the approximate value of each provider agreement from Fiscal Year 2022-23.

 


 

The resolution has been reviewed and approved by the County Attorney’s Office as to form, and all agreements will be approved by the County Attorney’s Office as to form.

 

It is anticipated that OAA-funded programs will serve 41,000 unduplicated older adults.

FISCAL IMPACT:

The term of the OAA provider agreements is from July 1, 2023, through June 30, 2024. The total amount of the agreements is not to exceed $4,944,374 for the one-year term. Of this amount, approximately $4,832,886 is expected to come from state/federal funds, and the remaining $111,488 is Net County Cost. Funds for these services will be included in the AAS FY 2023-24 Recommended Budget.
