BACKGROUND:

On June 24, 2025, this Board adopted Master Salary Resolution 081316, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of ten positions;

                     addition of ten positions; and

                     adjustment of the salary ranges of two classifications.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

14000 CONTROLLER’S OFFICE

 

Action A:                      Delete: One D060, Financial Services Manager I

                     Biweekly Salary: $5,143.20 - $6,430.40

 

                     Add: One D110, Information Technology Manager

                     Biweekly Salary: $5,672.00 - $7,089.60

 

Explanation: This is the deletion of one vacant Financial Services Manager I position and addition of one Information Technology Manager position. This change aligns the classification of the vacancy with the work needed related to management and oversight of Controller’s information system. This action represents a monthly salary and benefits cost of $2,185. There is no change in the total number of authorized positions.

 

Action B:                      Delete: One D060, Financial Services Manager I

                     Biweekly Salary: $5,143.20 - $6,430.40

 

                     Add: One D151, Financial Services Manager II

                     Biweekly Salary: $5,956.80 - $7,445.60

 

Explanation: This change involves the deletion of one vacant Financial Services Manager I position and the addition of one Financial Services Manager II position. This adjustment will further strengthen leadership, oversight, and coordination in the review of all countywide financial transactions. This action represents a monthly salary and benefits cost of $3,365. There is no change in the total number of authorized positions.

Action:                      Delete: One E350, Fiscal Office Specialist

                     Biweekly Salary: $2,728.00 - $3,408.80

 

                     Add: One E030S, Accountant Series

Explanation: This is the deletion of one vacant Fiscal Office Specialist position and addition of one Accountant I/II position. This change will more effectively support the department’s evolving financial and operational objectives. This action represents a monthly salary and benefits cost of $3,418. There is no change in the total number of authorized positions.

Action A:                     Delete: One T064S, Utility Worker Series

Action B:                     Delete: One N106S, Department Facilities Projects Coordinator Series

Action C:                      Add: Two G243S, Program Coordinator Series

                                          Biweekly Salary: $3,452.80 - $5,064.00

 

Explanation: This is the deletion of one vacant Utility Worker Series and one Department Facilities Projects Coordinator Series positions and addition of two Program Coordinator Series positions. The Program Coordinators will provide administrative coordination and analytical support for library initiatives and projects. These actions represent an approximate total monthly salary and benefits cost of $6,344; however, the County Library is a non-general fund department and therefore these changes result in no net county cost. There is no change in the total number of authorized positions.

 

47300 FACILITIES SERVICES-DPW

 

Action:                     Delete: One T048, Boiler Watch Engineer

                     Biweekly Salary: $3,415.20 - $4,270.40

 

                     Add: One T064S, Utility Worker Series

                     Biweekly Salary: $2,381.60 - $3,140.00

 

Explanation: This is the deletion of one Boiler Watch Engineer position and addition of one Utility Worker Series. The position has been filled as a Utility Worker over the past several years, and since the Boiler Watch Engineer classification has been officially retired, this change is needed to align classification of the position with its current use in the department. This action represents an approximate monthly salary and benefits savings of $3,746. There is no change in the total number of authorized positions.

Action A:                     Delete: One G081, Mental Health Program Specialist

                                          Add: One D054S, Clinical Services Manager - Mental Health Series

Explanation: This is the deletion of one vacant Mental Health Program Specialist and one vacant Quality Assurance Manager position, and the addition of one Supervising Mental Health Clinician and one Clinical Services Manager - Mental Health Series position. These changes will address heightened supervisory and managerial responsibilities due to expanded State requirements that have significantly increased oversight and compliance demands. These actions represent an approximate monthly salary and benefits cost of $3,156. There is no change in the total number of authorized positions.

 

66000 SAN MATEO MEDICAL CENTER

 

Action A:                     Delete: One E334S, Office Assistant Series

                     Biweekly Salary: $2,646.40 - $2,864.80

 

                     Add: One E406S, Storekeeper Series

                     Biweekly Salary: $2,024.80 - $3,084.00

 

Explanation: This is the deletion of one Office Assistant Series position and addition of one Storekeeper Series position. This position will perform supply and inventory functions in support of patient care. This action represents an approximate monthly salary and benefits cost of $727. There is no change in the total number of authorized positions.

 

Action B:                     Delete: One E134S, Respiratory Therapist Series

                     Biweekly Salary: $3,376.80 - $5,595.20

 

                     Add: One F135, Respiratory Therapy Supervisor

                     Biweekly Salary: $4,895.20 - $6,120.80

 

Explanation: This is the deletion of one Respiratory Therapist position and addition of one Respiratory Therapy Supervisor who will supervise the night shift and address span of control issues. This action represents an approximate monthly salary and benefits cost of $1,742. There is no change in the total number of authorized positions.

 

Action C:                     Adjust salary range of D219, Deputy Director of Compliance and Support Services to $86.18 - $107.74 per hour

 

Explanation: As a result of classification study, the classification of D219 (previously titled Manager of Corporate and HIPAA Compliance) was amended and retitled to Deputy Director of Compliance and Support Services to acknowledge the complexity of the role as it has evolved. The position will continue to serve as the Compliance Officer for the Medical Center, but it now also oversees operational units including, but not limited to, workforce management, policy management and education. In addition, the expansion of the role supports the need to elevate authority of the compliance function and incorporate it within the executive team to address audit findings. This action adjusts the salary by 5% and incorporates an existing special compensation of 10%, for a total increase of 15%, to reflect the expanded duties and elevated level of authority consistent with comparable management compensation within Health for positions of similar breadth and scope. This action represents an approximate monthly salary and benefits cost of $1,422. There is no change in the total number of authorized positions.

 

Action D:                     Adjust salary range of F092, Supervising Pharmacist to $94.57 - $118.18 per hour.

                                          

Explanation: This action adjusts the pay rate of the Supervising Pharmacist classification by 5.5%. A salary survey found the position to be behind the market median, and consistent with compensation setting practice, the pay is being adjusted to within current market median. This action represents an approximate monthly salary and benefits cost of $3,268 impacting two positions. There is no change in the total number of authorized positions.

 

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the assumed annual salary increases of affected current employees do not increase the Actuarial Accrued Liability (AAL) or Statutory Contribution Rates. The three impacted employees are active members of General Plan 7 and currently receive compensation in excess of the PEPRA Compensation Limit under Government Code Section 7522.10

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $15,538 or an annual cost estimate of $186,457. This estimate excludes changes to County Library which is a non-general fund department.
