Adopt a resolution authorizing an amendment to the Master Salary Resolution 080517 to delete eight positions, add seven positions, and reclassify one position; and accept the updated report of biweekly salaries by classification.

BACKGROUND:
On June 25, 2024, this Board adopted Master Salary Resolution 080517 which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.
DISCUSSION:
The salary resolution changes herein represent the:
• deletion of eight positions;
• addition of seven positions; and
• reclassification of one position.
These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.
12000 COUNTY EXECUTIVE’S/CLERK OF THE BOARD
Action: Delete: One position of E029, Administrative Assistant I
Biweekly Salary: $2,939.20 - $3,674.40
Add: One position of E006, Administrative Secretary III-Confidential
Biweekly Salary: $2,784.00 - $3,479.20
Explanation: This is the deletion of one vacant Administrative Assistant I and addition of one Administrative Secretary III-Confidential as the latter classification is better aligned to support the CEO Executive Team. This secretary position will be performing work that is consistent with the definition of a confidential employee as outlined in the County’s Employer-Employee Relations Policy. This action represents an approximate monthly salary and benefits cost savings of $70. There is no change in the total number of authorized positions.
18000 INFORMATION SERVICES DEPARTMENT
Action: Delete: One position of V260S, IS Support Series (IS Communications Specialist Series)
Biweekly Salary: $3,795.20 - $5,646.40
Explanation: This is the deletion of one vacant IS Communications Specialist series which was meant to be a limited term position, but inadvertently added as a regular position in the adopted budget that the Board approved on September 24, 2024. This action is a cleanup item only and therefore has no associated monthly salary and benefits cost or impact to total number of authorized positions.

Add: One position of G240S, Case Management/Assessment Specialist Series

Explanation: This is the deletion of one vacant Group Supervisor Series position and addition of one Case Management/Assessment Specialist Series which would be assigned to Behavioral Health and Recover Services (BHRS) and would play a pivotal role in addressing the complex needs of justice-involved youth by providing specialized services, case management, fostering collaborative efforts across agencies to promote rehabilitation and successful reintegration into the community. This position serves as a member of the multidisciplinary team embedded at the Youth Services Center. This action represents an approximate monthly salary and benefits cost of $1,851. There is no change in the total number of authorized positions.

Action: Reclassify: One position of D105, Communications Officer
Biweekly Salary: $4,900.00 - $6,122.40
To: One position of D061, Library Services Manager
Biweekly Salary: $5,144.00 - $6,430.40
Explanation: This is the reclassification of one filled Communications Officer position to Library Services Manager as recommended by a recently completed classification study of the position. This action represents an approximate monthly salary and benefits cost of $1,021. There is no change in the total number of authorized positions.

Explanation: This is the transfer of a vacant position from San Mateo Medical Center. This action represents an approximate monthly salary and benefits cost of $19,654 and the total number of authorized positions is increased by one.

The latter classification is better aligned to provide support, direction, and training of front office staff to better meet patient needs. This action represents an approximate monthly salary and benefits cost of $1,384. There is no change in the total number of authorized positions.

Explanation: This is the deletion of one vacant Information Technology Technician being transferred to Health IT and converted to an Electronic Health Record Analyst in support of EPIC implementation. This action represents an approximate monthly salary and benefits cost savings of $14,544, and the total number of authorized positions is decreased by one.

Explanation: This is the deletion of two vacant Financial Services Manager II positions and addition of one Deputy Director of Housing and one Financial Services Manager I. These changes support staffing and reorganization needs of the department. These actions represent an approximate monthly salary and benefits cost of $1,764. There is no change in the total number of authorized positions.
Financial Impact on County’s Retirement System
Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.
The employee impacted in the change in Org 3700 is an active member of General Plan 7 and currently receives compensation in excess of the PEPRA Compensation Limit for 2024 under Government Code Section 7522.10. So therefore, any additional compensation received by such individual will not result in increased retirement benefits. Therefore, there is no increase in Actuarial Accrued Liability or Statutory Contribution Rates.
FISCAL IMPACT:
These actions represent an estimated monthly salary and benefits cost of $11,697 or an annual cost estimate of $140,358.
