BACKGROUND:

On June 9, 2009, your Board approved an agreement with ScriptPro USA, Inc.

(ScriptPro) to provide a Robotic Prescription Dispensing (RPD) system at San Mateo Medical Center (SMMC) for the term August 1, 2008, to an amount not to exceed $185,200. SMMC has subsequently amended the agreement five times, extending its term through June 30, 2017 and increasing the amount not to exceed to $370,200.

 

DISCUSSION:

ScriptPro provides an RPD system that automates repetitive manual dispensing tasks accurately and efficiently. The RPD interfaces with SMMC’s pharmacy computer system to fill, label, and deliver up to 150 prescriptions per hour, dispensing standard pharmacy vials. In addition, the RPD fills directly from the dispensing cells so there is no cross contamination of drugs.

 

SMMC recently reviewed projects for strategic alignment and resource requirements as a part of its two-year budget development for FY 2016-17 and FY 2017-18 and given other higher priority needs, implementation of a new RPD system was rescheduled to FY 2018-19.

 

SMMC is requesting that your Board approve an extension of the existing ScriptPro agreement by two years through June 30, 2019, with an associated increase of up to $75,000, to allow time for SMMC to develop a project plan, issue an Request for Proposals (RFP), select a vendor, and implement a new system, if the RFP process results in a new vendor.

 

The County’s Contract Compliance Committee has approved a waiver request to extend the agreement to an eleven-year term.

 

ISD has reviewed and approved the IT component of this agreement.

 

The agreement and Resolution have been reviewed and approved by County Counsel as to form.

 

The Resolution contains the County’s standard provisions allowing amendment of the

County’s fiscal obligations by a maximum of $25,000 (in aggregate). The Board already granted such authority with the original agreement, and said amendment authority has since been exhausted.

This amendment contributes to the Shared Vision 2025 outcome of a Healthy
Community by providing prescription medication services to residents of San Mateo County. It is anticipated that 100% of prescriptions will be accurately provided in a timely manner.

FISCAL IMPACT:

The term of the revised agreement is August 1, 2008 through June 30, 2019. The amount of the agreement is not to exceed $445,200. The amendment increases the amount by $75,000. Funds in the amount of $35,000 are included in the SMMC FY 2017-18 Adopted Budget. Funds in the amount of $35,000 will be included in the SMMC FY 2018-19 Recommended Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
