body
BACKGROUND:
The City/County Association of Governments of San Mateo County (C/CAG) is the Congestion Management Agency for the County of San Mateo (County) and administers federal funding available through the Metropolitan Transportation Commission (MTC). In May 2026, C/CAG issued a joint call for projects for MTC’s One Bay Area Grant Cycle 4 (OBAG 4) County & Local Program and the Transportation Fund for Clean Air (TFCA) 40 Percent Fund, which C/CAG administers in San Mateo County. The Department of Public Works (Department) applied for funding for the Guadalupe Canyon Parkway Class IV Project (Project).
On October 8, 2026, the C/CAG Board of Directors adopted Resolution 26-57 nominating the Project to MTC for $4,000,000 in OBAG 4 funds and approved $310,676 in TFCA funds for the Project. MTC is expected to approve final OBAG 4 funding in early 2027.
Guadalupe Canyon Parkway extends approximately 3.6 miles between Price Street and Bayshore Boulevard, primarily in unincorporated San Mateo County, and connects residential neighborhoods, John F. Kennedy Elementary School, San Bruno Mountain State Park, and employment centers along the Bayshore corridor. The Project will add sidewalk improvements and a protected bikeway between Price Street and the school bus U-turn pocket near the elementary school, upgrade the existing Class II buffered bike lanes to Class IV protected bikeways between the U-turn pocket and Bayshore Boulevard, install a Rectangular Rapid Flashing Beacon crossing at the San Bruno Mountain State Park entrance, upgrade curb ramps to Americans with Disabilities Act standards, and rehabilitate pavement in poor condition. The Project implements recommendations from the County’s Active Transportation Plan, Complete Streets Assessment, and Local Roadway Safety Plan.
The County’s Bicycle and Pedestrian Advisory Committee reviewed the Project on June 18 and August 20, 2026, and unanimously approved the MTC Complete Streets Checklist for the Project, as required for OBAG 4 funding.
DISCUSSION:
To receive OBAG 4 funding, the County must submit an application to MTC with a resolution of local support adopted by this Board. The resolution must provide assurances that the County will provide any required matching funds, fund any cost increases, comply with MTC’s Regional Project Funding Delivery Policy, and complete the Project. The resolution is in a template form as required by MTC.
If funding is approved by MTC, the Department will prepare the environmental documents and plans, specifications, and estimates for the Project. Design is anticipated to begin in 2027, with construction anticipated from 2029 to 2030.
The Department will also enter into a funding agreement with C/CAG for the $310,676 in TFCA funds awarded to the Project. TFCA funds come from a $4 surcharge on motor vehicles registered in the Bay Area and support projects that reduce motor vehicle emissions, including bicycle facilities. Under the agreement, the Project must be completed by November 15, 2031.
The County Attorney’s Office has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The Project will improve safety and comfort for people walking and bicycling on Guadalupe Canyon Parkway, including students and families traveling to John F. Kennedy Elementary School and visitors to San Bruno Mountain State Park. Protected bikeways and an enhanced crossing at the park entrance will provide greater separation from vehicle traffic for people of all ages and abilities.
FISCAL IMPACT:
The estimated cost for the Project is $7,762,500. The Project will be financed as follows:
OBAG 4 federal funds $4,000,000
TFCA funds $310,676
Senate Bill 1 (SB1) (Local match) $3,451,824
Total Estimated Cost $7,762,500
OBAG 4 and TFCA funds are received on a reimbursable basis, so the Project will initially be financed by the SB1. There is no impact on the General Fund.
