Adopt a resolution waiving the Request for Proposals (RFP) process and authorizing an agreement with Carahsoft Technology Corporation for the purpose of purchasing Salesforce.com Inc.’s products and services for the development, implementation, and maintenance of the Assessment Appeals Board (AAB) Electronic Application System, for the term of July 1, 2025 through June 30, 2027, in a total amount not to exceed $209,156.26.

BACKGROUND:

On June 28, 2024 the County initiated a formal competitive bidding process through a request for proposals (RFP) for the design, development, and implementation of an electronic system for the Assessment Appeals Board (AAB), including a public portal for electronic document submission.

 

Following the RFP process, Applications Software Technology, LLC (AST) was selected as the preferred vendor and this Board approved an Agreement with AST on May 20, 2025. The development of the AAB Electronic Application System is based on the Salesforce.com, Inc. platform, making the purchase of software licenses and related services essential to the project.

 

DISCUSSION:

Carahsoft Technology Corporation is the authorized entity to contract and provide Salesforce.com, Inc’s products and services. Because Salesforce is a required platform for this project and Carahsoft is the sole source provider authorized to offer these products and services, staff is requesting a waiver of the RFP process in accordance with Administrative Memo B-1. 

 

The County Attorney’s Office has reviewed and approved the Resolution and proposed Agreement as to form.

 

The Information Services Department has reviewed and approved the proposed Agreement with respect to its compliance with established County IT standards.

 

COMMUNITY IMPACT:

The implementation of a new electronic system for the Assessment Appeals Board is designed to streamline the application and payment process, making it easier and more efficient for taxpayers to engage with the assessment appeals system. By simplifying these processes, it will provide a more user-friendly experience.

 

FISCAL IMPACT:

The County’s maximum fiscal obligation under the proposed Agreement authorized by this action is $209,156.26. The proposed Agreement is to be funded from Non-Departmental Services and is included in the FY 2025-26 Recommended Budget.
