BACKGROUND:

At the request of the Sheriff, in July of 2023, the Human Resources Department created the classification of B421, Sheriff’s Executive Director of Administration - Unclassified.  Prior to that time, this classification did not exist within the County.  The Human Resources Department did an internal salary comparison with comparable classifications within the County, received input from the Sheriff on the appropriate salary level, and provided a recommendation to the Board of Supervisors to adopt a salary range for the classification.  Subsequently, the Board of Supervisors adopted the recommended salary range on July 11, 2023, as part of its adoption of the Master Salary Resolution for Fiscal Year 2023-24.  As set forth in the Job Table attached to the most current version of the Master Salary Resolution, the bi-weekly salary range for this position was $7600.00 to $9499.20.

Pursuant to the County Charter, the Board of Supervisors has responsibility and authority to provide for the numbers, powers and duties of all appointed officers and employees of the County and to establish by ordinance or resolution the compensation of all officers and employees.  Under the Charter, the Board may also create, abolish, consolidate, segregate, assign or transfer the powers and duties of any appointive office.

DISCUSSION:

This resolution would abolish the classification of B421, Sheriff’s Executive Director of Administration - Unclassified.

The resolution also amends the Master Salary Resolution by removing the salary range for the classification of B421, Sheriff’s Executive Director of Administration - Unclassified, reflecting the abolishment of the classification.

FISCAL IMPACT:

This action represents an approximate monthly salary and benefits cost savings of $28,842.
