BACKGROUND:

The Juvenile Probation and Camp Funding (JPCF) was developed in 2005 to provide a stable funding source for services and programs targeting at-risk youth and their families. Services funded through JPCF include a complementary set of interventions along a continuum from prevention and early intervention to more intensive intervention within the community.

 

In November 2022, the Probation Department launched a Request for Proposals (RFP No. PROB 2022-003 Youth and Family Programs), seeking to fill service gaps for at-risk and justice-involved youth in the community. Fresh Lifelines for Youth, Inc. submitted a proposal and subsequently entered into an Agreement with the County to provide its Law and Leadership programs at community sites in San Mateo County. The term of the Agreement is July 1, 2023, through June 30, 2026.

 

DISCUSSION:

The Probation Department wishes to amend its JPCF-funded Agreement with Fresh Lifelines for Youth, Inc. to include the Peer Point Program, which serves at-risk youth. The program partners with schools and police departments to divert youth from suspension, expulsion, and arrest by addressing root causes of behavior and facilitating peer circles focused on healing, community-building, and accountability. The amendment includes additional funding to support two dedicated staff members to implement the program.

 

 

In granting this amendment, the Probation Department requests that the Chief Probation Officer or his/her designee be granted authorization to execute additional amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) for each agreement, and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

COMMUNITY IMPACT:

The Probation Department views this expansion of services through Fresh Lifelines for Youth, Inc. as a valuable step in advancing equitable outcomes for vulnerable youth. By prioritizing prevention-focused services tailored to meet the unique needs of historically underserved populations, the Department aims to reduce disparities and prevent youth from entering the juvenile justice system.

FISCAL IMPACT:

 

The Probation Department has secured $517,823.95 for Fresh Lifelines for Youth, Inc. from the Juvenile Probation and Camp Funding to support this agreement for the term of July 1, 2023 through June 30, 2026. The funds for this agreement have been included in the FY 2025-26 Recommended Budget. There is no net County cost.
