BACKGROUND:
On October 8, 2019, the Board approved an agreement with StarVista for mental health services and substance use disorder treatment services, for the term July 1, 2019 through June 30, 2021, in an amount not to exceed $8,821,793.
DISCUSSION:
StarVista continues to provide: (1) mental health services offered through the Mental Health Plan; (2) Early Childhood Community Team services to young children; (3) staffing of the Co-Chair of the Diversity and Equity Council; (4) Mindfulness-Based Substance Abuse Treatment; (5) texting and social media support through its Crisis Hotline; and (6) recruitment of youth ages 16-24 that have experienced mental health and substance use challenges to participate in the Health Ambassador Program for Youth training and community outreach. Additionally, through the Lesbian Gay Bisexual Transgender Queer (LGBTQ) Center, StarVista continues to address the complex and various needs of LGBTQ persons at high risk for serious mental illness and/or serious emotional disability by providing counseling and crisis intervention, case management, peer support services, and substance use services. Lastly, through the Drug Medi-Cal Organized Delivery System waiver, StarVista provides expanded services for children, youth, families, adults, and older adults.
It is now necessary to amend the agreement to add Youth and Adult Mental Health First Aide, for the term January 1, 2020 through June 30, 2021. Mental Health First Aide is a highly interactive public education program that teaches how to help individuals experiencing mental illness and/or substance use challenges, to connect to an appropriate level of care.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by County Counsel as to form.
It is anticipated that 99% of clients will be maintained at a current or lower level of care.

FISCAL IMPACT:
The term of the agreement is July 1, 2019 through June 30, 2021. The amount of the amended agreement is not to exceed $8,900,741. The amendment increases the contract maximum by $78,948. For FY 2019-20 the increase is $32,983 and is included in the BHRS FY 2019-20 Adopted Budget. Of that amount, the Mental Health Services Act will fund $11,491.25 and Measure K will fund $21,491.25. A similar arrangement will be in place for FY 2020-21.
