Subject: Agreement with Dasher Technologies for the North County Wellness Center

Adopt a resolution authorizing the President of the Board of Supervisors to execute an agreement with Dasher Technologies, for technology equipment for the North County Wellness Center Project, for a term of one year from March 24, 2026 through March 23, 2027, for a maximum fiscal obligation of $329,194.50.

BACKGROUND:
The North County Wellness Center (Wellness Center) is located at 1024 Mission Road, South San Francisco. The 77,000 square foot, three-level, facility will meet ambitious environmental goals through its all-electric design, utilization of photo-voltaic power, and construction with cross-laminated timber. It will provide numerous medical services and human services, including express care, primary care, specialty care, dental care, and optometry to an underserved part of the County. In addition to the Health System, and Human Services Agency, the facility will include space for the District Attorney, Health’s Aging and Disability Services, and the Treasurer-Tax Collector.
DISCUSSION:
Network switches and wireless access points are necessary to provide uninterrupted connectivity for departments and services offered within the Wellness Center.
On October 14, 2025, the County issued a Request for Proposals (RFP), for network switches and wireless access equipment for the Wellness Center, through the County’s e-Procurement system and posting to the Department’s website. The County received and reviewed eight responses to the RFP and selected Dasher Technologies as the lowest responsive bid.
The County Attorney has reviewed and approved the resolution as to form.
The summary of the proposals received is attached as “Exhibit A”.
COMMUNITY IMPACT:
The County of San Mateo is dedicated to ensuring access to quality health care and human services. This Wellness Center will provide access to service areas identified through demographic assessment as in need of improved access to care. The facility will provide a new and inviting space for residents to obtain health, dental, optometry, and human services, all of which will positively impact health outcomes.
FISCAL IMPACT:
The North County Wellness Center total budget of $140,000,000 is comprised of $128,000,000 in FY 2024-25 capital projects Non-Departmental Services, $10,000,000 in Measure K, and $2,000,000 in aggregate contributions from the Health System, Human Services Agency, District Attorney, and Sustainability Department.
There is no impact to the General Fund.
